As the important content and premise of natural resources damage compensation system,natural resources damage assessment(NRDA)has currently widespread and developed at home and abroad in recent years.At present,many countries and districts like the United States,Japan and the European Union all carry out abundant researches in NRDA system,among which the United States has the earliest history and the most detailed operating rules.As one of the countries which implement the strictest regulations in natural resources damage problems,the United States creates a set of complete NRDA system.In terms of statute,CWA?CERCLA and OPA constitute the basic framework and principles of NRDA system in US environmental law.In terms of technology,the United States has two different NRDA procedures,DOI rules and NOAA rules,these two rules form the fundamental framework of American NRDA system.In terms of operating system,the United States has two leading administrations,Department of Interior and National Oceanic and Atmosphere Administration,and several assisting agencies like Department of Agriculture,Environmental Protection Agency.Comparatively speaking,the NRDA system in China is just in initial stage,legal provisions and technology standards are still remain to be perfect.Since there is no complete NRDA system in China,this will set a block to the development of environmental damage compensation system.And therefore,setting up a set of scientific legal system to assess the environmental damages caused by environmental pollution via investigating American NRDA and compensation system,as well as successful experiences from other countries is of great significance and need solving immediately.
