In recent years,the effort to promote the reform of public institutions is growing.Health and Family Planning Bureau and other public health institutions are facing serious reform situation.Health and Family Planning Bureau(hereinafter referred to as the Wei Ji Ju)in W District is an important category in the area of health institutions and an independent agency approved by W district government.In the context of the overall transformation and the public health organizations putting forward higher requirements as well as public institutions,how should W District Wei Ji Ju respond to the market demand,improve service quality and efficiency of the current situation? This is an urgent problem to consider.Thus,after reviewing the theory,techniques and methods of management,the author constructed the performance management system of W District Wei Ji Ju.It's necessary for W District Wei Ji Ju to achieve scientific management and make the scientific assessment of managers and workers.This study is based on author's working experience.In this study,questionnaires,methods,literature review and case studies are used.This study analyzes W District Wei Ji Ju's performance management system.The result of survey found that Wei Ji Ju is still lack of impeccable performance management system.Through modern management theory in the performance evaluation of knowledge,methods and techniques of W District Wei Ji Ju,the author builds the performance management system.Considering the performance planning,performance coaching,performance assessment and performance results feedback,this study completes the performance management of W District Wei Ji Ju.In addition,the study also proposed some safeguards and given the recommendations.The scientific and reasonable performance management system plays an important role in refining W District Wei Ji Ju's performance assessment and promoting service quality and service efficiency.Based on the performance management practices of Wei Ji Ju in W District,this study analyzes the current performance management problems,and builds a suitable and scientific performance management system for Wei Ji Ju.This study can provide a reference for the same type of institutions,other organizations in the health system.Also,it has some practical implications.In addition,because of the limitation of author's knowledge and time,this study also has some limitations.Future scholars can use more rigorous statistical methods to analyze the performance management problems in organizations.More advanced and more perfect performance management systems are always welcome.
