The Third Plenary Session of the 18 th Central Committee of the Communist Party of China adopted the Decision of the Central Committee of the Communist Party of China on Some Major Issues Concerning Comprehensively Deepening the Reform,put forward the overall goal to improve and develop socialism with Chinese characteristics,and to promote the modernization of the national governance system and capacity.In the social structural reform part proposes the general requirements of step up efforts to form a scientific and effective social management system so that our society is full of vigor,but also harmonious and orderly.The concept of social governance which first appeared in the central file,rising from the theoretical consensus in academic circles to the basic strategy of governing the country,marks the conversion of CCP ruling ideas and the sublimation of the reform concept,will become a new idea,a new concept and a new method of China's social governance innovation.With the deepening of the reform and the further promote the comprehensive development of the socialist market economy,the economic system and structure profoundly changed,the pattern of interests profoundly adjusted,the ideas transformed deeply,the social contradictions and conflicts in all aspects intensified.How to effectively coordinate social relations,to ease social conflicts,to solve social problems and to maintain social stability in the new normal,has become a major topic of the government in the gradual transformation of its role and the innovation of social governance.Under the new normal,the current social contradictions are prominent,conflicts of interest are increasing,and the economic society is being changing.Labor union,represents the most widely interest of worker masses,faces the bottleneck problem of safeguarding the basic interests of worker masses to consolidate the basis of the organization and the masses,and to fully perform its core role in safeguarding rights.As the representative and safeguard of the group interest of the worker masses,its important role should be envisaged in the process of transformation from social management to social governance in coordinating labor relations,equaling distribution of interests,Purchasing public services and participating in social governance.This paper,based on the new normal political and economic background,studies the role of labor union organizations in the social governance with China's actual conditions,clearly put forward the definition,functions,and important position of labor union in social governance under the new normal situation,analyzed its participation in social governance as well as the problems and deficiencies,thus to put forward its task in participation of social governance and corresponding countermeasures.To further strengthen the heavy role of social organizations,especially the labor union organizations,in the development of economic,political,social and cultural life,the theories provides a theoretical basis for the innovation of social governance.
