The Village Official Policy Of Undergraduate's Research Based On The Evaluation Of Public Policy Perspective

As the problem of "agriculture,rural areas and farmers" as well as the college students' employment situation getting more attentions,Hiring college graduates to serve the village gradually became the focus of the measures of the CPC to deal with these two issues.But a new public policy in the actual implement process is often not smooth sailing,Since this policy started,questions and effects existing the same time.These problems have affected the effectiveness of the policies in varying degrees,therefore,identifying problems and provide solutions are very important.This article choose X-Town of Beijing as the focal point,it take local official data,and results of surveys and interviews as the basis,integrated the methods of relevant qualitative and quantitative analysis and public policy to do the analysis on various aspects of the implementation of the existing problems and try to further explore causes and impact indicators related to these problems,and propose appropriate policy recommendations eventually.The first part is the introduction of this paper,including the academic background,purpose and significance,which has laid a solid foundation for the research.Meanwhile,it also has stated the difficulties and innovations of the research,has generalized the current status of correlated studies both at home and abroad and pointed out the theoretical basis,research ideas and methods.The second chapter has illustrated the relavant concepts,essential characteristics,development process and functions of "college-students village official policy".The third part is the basic introduction of cases.It first gives the brief information of M town in Beijing and the village official in this town,and shows the official statisctics of the village official in M town for the recent ten years.Then,the author has stated some related practices of relevant authorities in M town for the recruiting and selecting,employment and management of these college-student village officials.The fourth chapter has given some empirical analyses to illustrate the major factors and problems of influencing the carrying out and effectiveness of the college-student village official policy.Mainly by means of descriptive analysis,this chapter has provided an analytical basis for the policy evaluation in Chapter five and opinions and suggestions in Chapter Six.
