A Study On Legal Problems In The Management Of Solid Waste In Guangzhou

Urban landfill emissions continue increasing as the surge in urban population year by year,the limited land area of cities decreases with the increasing of waste disposal capacity,and the harm caused by the garbage problem to the environment is increasing with the erosion of the land.In recent years,environmental protection has become a hot issue of general concern in the whole society,and the topic of garbage classification is frequently being mentioned,urban residents began to pay more attention to the quality of life,which caused a number of scholars' concern from various fields and disciplines.Guangzhou is the first city in mainland China which carried out local legislation on waste separation management by the authority,and for this purpose it developed six kinds of administrative districts of the "Guangzhou model".Since there are no enough experiences of the study for Guangzhou to follow in the Mainland,the process of waste separation management is not only helpful to clarify the position of the government in the provision of public services in waste separation management,but also to rationalize the possible cooperation between the government and various social organizations in waste disposal.Besides,Guangzhou can set an example in this way for other cities in the mainland and even provide guidance for future work in rural areas.The project of Garbage classification management can not only rely on the government's investment,the awareness of each citizen and their participation in classification activities count as well.Specifically,this thesis is divided into four parts.In the first part,the author aims at the concept of urban life garbage and the probable confusion of concept.Secondly,the author analyzes the current situation of legislation and practice innovation of Guangzhou municipal solid waste classification,then introduces the model of garbage sorting both in the United States and Japan,and compares them to the model of garbage sorting in Guangzhou,in order to drawing some legislation experience aboard and setting the unsuitable part aside.In the final part of the thesis,according to the present situation of Guangzhou and the reference value of extraterritorial experience,it is proposed to legislate on the classification of waste,and the government can achieve more efficient management of garbage classification through the mode of public service outsourcing,and give full play to the advantages of community guidance and public participation.We could not ignore the cultivation of public waste classification consciousness as well.All above is trying to promote the optimization of municipal solid waste classification management in Guangzhou.
