Study On The Safety Of Drinking Water Sources In Rural Areas Of China

Rural drinking water sources is the basis for the survival and development of rural residents,to every rural residents health,quality of life and life safety,so the safety of drinking water sources in rural areas can not be ignored.With the new rural construction and urban and rural integration advancement,the rapid development of rural economy,farmers living standards greatly improved,the rural drinking water safety in China has become an increasingly serious problem,rural drinking water safety system is not with the development of economy and improve and implement synchronization.Now more and more pollution in rural areas,and the amount of sewage is also increasing year by year,resulting in the deterioration of rural drinking water sources,security issues become increasingly prominent,the rural drinking water source pollution with frequent events.The serious problems facing agriculture,industrial and domestic pollution brought to the safety of drinking water sources in rural areas,the main reason is the safety of drinking water legislation idea deviation,supervision system of rural drinking water safety(including the supervision departments,water quality monitoring system,emergency warning system,water source protection area system)is not perfect rural drinking water safety,public participation in the system is not perfect,the financing guarantee system of rural drinking water safety is not perfect,the rural drinking water safety and ecological compensation system is not perfect.Therefore,to solve China's rural drinking water security dilemma,safeguard the legitimate rights and interests of farmers,we must deepen the urban and rural drinking water safety legislation idea,perfect the supervision system,rural drinking water safety of rural drinking water safety system of public participation,improve the rural drinking water safety guarantee financing system and improve the rural drinking water the safety of water ecological compensation system.This paper is divided into four parts to discuss the specific content:The first part is the general analysis of rural drinking water safety system.First introduces the definition and characteristics of rural drinking water sources,based on the analysis of the rural drinking water safety on the connotation of the interpretation of the system,expounds the structure and connotation of the system of rural drinking water safety system.The second part is the legal basis of rural drinking water safety system.From the perspective of farmers' environmental rights theory,environmental justice theory,public goods theory and equity theory,the feasibility of rural drinking water safety system is analyzed.The third part is the current situation of rural drinking water safety system.The safety of drinking water system in China's rural areas the main problem in the safety of drinking water legislation idea deviation and supervision system,public participation system,financing guarantee system and ecological compensation system is not perfect.The fourth part according to the existing problems of rural drinking water safety,respectively,related countermeasures and suggestions to improve the rural drinking water safety system was put forward from the legislative concept,deepening urban and rural drinking water safety supervision system,public participation system,financing guarantee system and the perspective of ecological compensation system.
