The Construction And Operational Logic Of Local Government Cultural Tourism Project

Since the tax system reform in 1994,the local value-added tax became the central and local sharing tax,and the financial funds were concentrated to the central government.In order to integrate resources and narrow the regional economic gap,Project System as a top-down resource allocation mode had become increasingly prominent and even overflowed the financial field to become an important mechanism for national governance.Based on the literature to date,this paper mainly used case study and depth interview to elaborate the theoretical basis and the construction conditions and motivations of the Project System.Besides,it analyzed cultural tourism projects in Northwestern city during the 12 th Five Year Plan period under the analyzing framework of comprehensive treatment mode reflected by the “administrative-political-corporate-administrative” mechanism whose operation logic reflected the comprehensive management of the Project System,Bureaucracy and Operating Governance.Firstly,researches on the domestic and overseas governance model at home and abroad are sorted out and also the research status and development trend of the state governance model are summarized.Secondly,the theoretical basis of the Project System was made clear from the following three aspects: the new public management theory was introduced to the government competition mechanism,discussion of the cultural tourism market failure with the external theory and the reflection of the government allocation of resources by the principal agent theory;the four main governance models were compared and the framework of the“administrative-political-corporate-administrative” mechanism was analyzed intensively.Thirdly,it analyzed the conditions and motivations of the construction of cultural tourism project from perspectives of economic development direction of the industrial transformation,the government transferred payments under the tax system and the strengthening of the project mobilization function in the cultural tourism industry,and analyzed the general operation logic of the cultural tourism project system analysis.Finally,it discussed the concrete operation logic of the cultural tourism project through the analysis of the whole operation process of the specific case project,explained the unified governance of the different governance modes embodied in the whole process of the local government.And it summarized and concluded the logic conflicts between the Project System and cultural tourism area and discussed the way to improve its performance in order to improve the cultural tourism projects to promote the development of local economic.The main innovation of this thesis lies in: it is from a municipal governmentlevel that the paper discussed the conditions and motivations of cultural tourism projects,and the general operation logic of cultural tourism projects;Identified the general operational logic of cultural tourism projects with specific cases and pointed out the impact of leadership preferences on project operations;Analyzed the conflicts in the specific operational logic of the project and put forward some feasible suggestions.
