Based On The Cooperative Governance View Of Basic Public Service Supply In Hebei Province

Under the environment of the coordinated development of the Beijing-Tianjin-Hebei region,along with the coordinated development of Beijing-Tianjin-Hebei'preliminary results,the level of basic public service in Hebei province,with the Beijing and Tianjin there is a huge gap between the two cities and presents the increasing trend.Therefore,how to improve the level of basic public service supply in Hebei province,reducing the gap between two city with Beijing and Tianjin,become the immediate priority.With the development of diversity of basic public service supply,to better improve the quality of the supply of basic public services and satisfy the public demand for basic public services.Although the supply main body role mechanism is different,but they can play to comparative advantage,to better meet the demand of the public a variety of basic public services,which makes the basic public service supply mode of cooperation governance become the best choice.In Hebei province in this paper,analyzes the present situation of basic public service supply,through to the statistical data collected quantitative supply gap of the Beijing-Tianjin-Hebei region,and analyze the practical difficulties in the basic public service supply management in Hebei province.On this basis,according to the current reality of basic public service supply level is not high,for better to narrow the gap in with the Beijing and Tianjin in statistics,improve the quality of the supply of basic public services in Hebei province,this paper constructs the government-led governance structure and governance mechanism of cooperation,and for the normal operation of governance structure and mechanism to construct the safeguard measures,to improve the level of the supply of basic public services in Hebei province to provide countermeasures and Suggestions.In this paper,the main conclusions are:(1)Start with cooperative governance theory,public choice theory,new public service theory as the foundation,in view of the current basic public service supply in Hebei province reality,constructs the government-led cooperation governance.(2)To build the basic public service supply governance mechanism between the governance body,include: trust mechanism,applicability evaluation mechanism,incentive mechanism,performance evaluation mechanism,the three parties supply order and standards,etc.
