Case Study On A City National Tax System's Cultural Construction Of Clean Government

In recent years,the Central Committee of the Communist Party of China(CPC)has been resolutely strengthening Party discipline and pushing forward the undertaking of combating corruption and building a clean government.All these efforts have yielded notable results and gained the firm support of the people,however,corruption is still frequently happened in some regions,departments and areas,which made the anti-corruption task still arduous.China has been resolutely combating corruption,as the same time,the governments at all levels are exploring a radical solution dealing with the problem and strengthening the efforts in preventing corruption.Based on work reality,the construction of the culture of clean government has been enhanced,thus it can reinforce the leaders and workers' awareness in discipline through a series of cultural activities.As an implicit education,it can improve the capability of anti-corruption.In order to study the above-mentioned problem,this paper explored the cultural construction of A city national revenue system in clean governments building-up.First of all,interviews were conducted by the officials in charge,organizers,participants,corporate taxpayers and other relevant personnel in the office of municipality,districts and primary levels in A city,on the basis of an comprehensive analysis of relevant domestic and overseas documents in cultural constructions of clean government.Getting a whole picture of A city's revenue system cultural construction through this way,this paper analyzed both the achievements and shortages deeply.Secondly,based on the theory of public management and the successful experience in clean governments constructions at home and abroad,detailed comparison was made and further suggestions to promote and improve A city's revenue system on anti-corruption constructions were put forward,such as improving the mechanism of building clean government,strengthening the investments of capital and talent,putting emphasis on theoretical study and various media and means,etc.The findings can be promoted as suggestions to governments of all levels in A city,providing referential and useful ideas for the cultural construction of clean government.
