Research On Participation Of Communist Youth League In Social Governance From Multiple Governance Perspectives

At present,our country is in the key stage of reform and development.It is set forth in the fourth Plenary Session of the 16 th CPC Central Committee to "strengthen the social construction and management,and push on the innovation of the social management system".Besides,in the third Plenary Session of the 18 th CPC Central Committee,the Communist Party of China has introduced the idea of the modernization of national governance system and governance capacity.In the context of the modernization of national governance,the key is to accelerate the change of government functions,to advance the transformation from centralized management system to multiple social governance.This essay is going to talk about,as the most representative mass organization,how the Communist Youth League positions itself and actively participates in social governance in the diversified structure of social governance.This thesis starts with the analyses of the positioning of each participant under the pattern of multiple governance.On one hand,it analyzes the basic contents of multiple governance,on the other hand,it elaborates the function orientation of the ruling party,the government,the market and mass organizations such as the Communist Youth League,trade union,the Women's Federation as well as social organizations(third sector).Moreover,it gives the detailed explanation of the Communist Youth League's role and significance by focusing on its role under the historic circumstance,special requirements in the new time,the positioning under the scheme of multiple governance and the influence it makes.According to the practical situation,this thesis will put forward two patterns for Communist Youth League to take part in the social governance.The first one is the selection for the hub-type organizations,the second one for the equality-type ones.To demonstrate this comparison,two examples of Guangzhou Volunteer Service Exchange and social organizations belonging to the Communist Youth League which undertake the Government's Purchase Public Service are taken in the light of the context with the related problems raised accordingly.Based on the above analyses and study,the author is going to present a vision for Communist Youth League to participate in social governance with the third pattern in which hub-type organization takes part in the society governance with collaboratively equal identity,demonstrated by a series of experiments and questionnaire surveys.This theoretical ideal mechanism and model can be described as one circle with one core participating equally in major events.“One core” means the leadership of the Communist Party while “one circle” refers to the range of services constructed by the Communist Youth League and many other mass organizations in their respective operation which form differently valuable ecosystems so as to be incorporated into one circle with cohesive force.“Equal participation” refers to the participation of the mass organizations in society governance with equal and collaborative identity.This is the research achievements of this paper.
