Recently,a new idea and a new policy,government purchase of public services,which gradually become the main way to improve the level of public service,has been widely used in various fields concerning social and public services.Since last century,in the late 90s,various attempts about government purchase raised in China's eastern coastal cities.However,until today,scenarios including government monopoly and administrative dominant still show up in the procedure of implementing government purchase of public service.From the beginning of the reform about social welfare system in last century,some western countries solve health care,education and other social services by using government procurement of services.It not only eases the burden on the government but also promotes the development of social organizations,profit and nonprofit organizations.It can be said that the attempts of those western countries played a vital role in reducing the financial burden of government,upgrading the public service level and promoting the development of a social market economy.Since the 18th National Congress of the Communist Party of China,the Party Central Committee and the State Council emphasis that we should strengthen and innovate social management as well as improve the way government provides public services,especially in the aspect of transforming government function and improving public service.Local governments at all levels need to fully combine the actual development of the local economy and need of people,promote the government policy actively and steadily,speed up the construction of service-oriented government work.Because of this,many places have achieved good demonstration experience on government purchase of public services,which helps standardize China's government procurement of public service procedures.But it is a fact that our country's government purchase of public services is still in a relatively early stage it needs to be developed further.In this paper,we analyze the present situation of government purchase of public services in Yijinhuoluo Banner by learning foreign advanced experiences.Some suggestions which improve the government's policy,in the aspect of the concept of service-oriented government and the establishment of multiple relationship of service-oriented government has also been put forward.
