Research On Governmental Cross-regional Cooperation And Management

In recent years,some parts of China's serious air pollution,foggy weather,Beijing-Tianjin-Hebei air quality is particularly not optimistic.One of the major characteristics of air pollution is the existence of inter-regional transmission,mutual influence.The latest research results show that the regional transmission of Beijing haze of the sharing rate of 28%to 36%,in some specific weather conditions under the air pollution process,through the surrounding area transmission to Beijing PM2.5 or even the total The amount of more than 50%.It can be seen that air pollution is a regional public problem that goes beyond the jurisdiction of any single government organization and department in the region and is a complex regional issue of common concern to the government,the market and society.To solve the problem of air pollution in Beijing,Tianjin and Hebei can not rely on a city,must implement cross-regional governance,improve the intergovernmental cooperation,the establishment of joint defense control mechanism.This paper introduces the current research situation of cross-domain governance theory both at home and abroad,analyzes the theoretical basis of the three governance strategies of public governance theory,transaction cost theory and resource dependence theory,and holds that the public subject should recognize the multiple interests,Through the exercise of public power to balance the public interest,play organizational initiative,reorganize the relationship between the organization,the effective handling of public affairs.Then it analyzes the practical dilemma of cooperative governance in the region,and points out the defects of public value such as multipolarization and participation in the main body.This paper introduces the governance process of the United States and Japan,and finally puts forward three countermeasures to improve the cooperative governance system.In the concrete governance,we should innovate the policy analysis tool,analyze the dilemma of the current governance coordination from various dimensions such as cognition,resources and rules;Improve the cooperation of the assessment and accountability mechanism to strengthen the inter-governmental cooperation system constraints;through the diversified action of the main integration of information resources,trust resources and technical resources,strengthen synergies of the cognitive,training cooperative trust,and ultimately cross-domain collaboration Implemented in action.
