Study On The Improvement Of Urban Grass-roots Social Governance Capability

The social governance is the process of managing the social affairs,social organization and social life in the way of equality and cooperation in accordance with the law and social contract,and finally realize the process of maximizing the public interest by the individual,the community,the social organization,the enterprises and institutions and the government.Grassroots society is an important component of the society,and profound research on grassroots society can not only provide theoretical basis for government departments to manage regional affairs,but also benefit the local social contradictions.This paper starts from the related concepts of the grassroots society,takes the Donghu District of Nanchang as an example,studies the present situation and existing problems of the current urban grassroots social governance and puts forward the solution.This paper consists of five parts.The first one elaborates the changes of China's policy at the present stage and the corresponding background of the times,points out the existing problems of grassroots social governance in China,and narrates the current situation from the domestic and foreign perspectives.Through the elaboration of grassroots society,social governance,community governance,social organization and other concepts and theories for the development of the paper to lay the theoretical foundation.The second part analyzes the present situation of the social management in the Donghu area,including the introduction of the local situation,the basic social governance foundation,the social governance mode,the existing social organization and the crux of social governance.The third part analyzes the factors that affect the governance strength of Donghu District,which is mainly deepened by the traditional concept,unclear legal rights and responsibilities of the grassroots government,the lack of the relevant laws and regulations,the lack of social organizations,the lack of social organization,the rigid institutional mechanism,old means and other reasons to jointly control the upgrade of the grassroots governance capacity in Donghu area.The fourth part is the core content of this article,mainly to study the grassroots social governance countermeasures and suggestions,drawing on the advanced experience of social management in Ningbo,based on the actual situation of Donghu District,put forward targeted countermeasures and suggestions.The fifth part is about how to improve the grassroots social governance,and put forward the need to enhance the participation of the community and enhance the level of urban services to further enhance the urban grassroots social governance.
