Study On Cultivation Of Social Capital In Public Housing Community

With the rapid progress of urbanization in recent years,the community as the basic unit of society,its construction,development and governance are increasingly becoming an important part of urban development.At the same time,in order to meet the needs of housing and security of citizens,the government has also taken a variety of means to meet the basic needs of housing,especially in housing construction of low-rent housing,affordable housing and public rental housing which have played an important effect.The construction of the new housing community attracts new residents,but the community development still faces many problems.these problems,such as the lack of hardware facilities,the problem of the management system,the bad neighborhood relationship,the lack of community trust,etc.The theory of social capital has been developed rapidly since its introduction into the field of social science.The research and application of the theory of social capital are also more extensive.It involves the theoretical analysis and research of community building,community governance and community autonomy,or make the theory as an analytical tool to study phenomena or problems in the community.But there are relatively few practical studies on how to construct and use social capital as an important part of community building.According to Putnam's theory of social capital,using case study method,this paper chooses the S public rental community which is the first batch of public rental housing in Shanghai as the research object.Through the one-year participatory observation in the community,Research and in-depth interviews,the author understands a number of situations of the S community construction.Combined with the literature analysis of the social capital and the community information,the paper analyzes in detail that the community social capital is how to nurture and Built,and its role and the existence of deficiencies.The study found that,S community has nurtured and built the community social capital from the three aspects of community regulation,social network of community and community trust,under the multiple co-construction mechanism of street support,participation of social service,and community residents' committee.The increase in the stock of social capital has not only contributed to the improvement of material construction in the community,but also played an important role in enhancing community ownership and cohesion and promoting community building and development.At the same time,in the process of cultivating social capital,S community's social capital also presents a series of unique features because of its community nature and resident characteristics,such as the strong support function of formal system norms for community construction and management,the social networks and reciprocity norms with unite local moral ethics characteristic,and the important role of the continuous involvement of social work services in the community.In addition,there are still some shortcomings in the cultivation of social capital in S community,such as the shallow participation of communities,the weakness of network of community relations and trust with residents move in batches.
