Research On The Effective Supply Of Basic Public Services For Persons With Disabilities In China

Our country is in the key period of building a well-off society in an all-round way.It is one of the responsibilities of the government and other public departments to provide basic public services for the disabled group which is the typical social vulnerable groups,and it can be said that the well-off society without the disabled is not an overall one in the real sense.Both the Party's "18 National Congress" and "19th National Congress" attach great importance to improving the social security and service system for the disabled.The basic public service for the disabled is a sub-project with very special status in the basic public service system,and meanwhile it is also the weakest link in which exist some problems,such as insufficient supply scale,low supply level,low supply efficiency and unbalanced development.At present,there are few researches on the effective supply of basic public services for the disabled in the academic circle of our country,and it is still basically in the stage of describing the subject matter,and the depth of the research needs to be further improved.The improvement in the effective supply of basic public services for the disabled is not only the need to improve the supply level of basic public services as a whole,but also the need to speed up the construction of a well-off society in an allround way,to promote social equity and justice,and to safeguard the rights of the disabled.Therefore,it is necessary to carry out in-depth research on the effective supply of basic public services for the disabled.The research content of this paper mainly includes the following points.First of all,on the basis of summarizing the existing research on the basic public service for the disabled,combining the existing laws and regulations on the public service for the disabled and the development plan for the cause of the disabled,taking the new public service theory,Rawls' "A Theory of Justice" and governance theory as the theoretical support,this paper makes a detailed analysis on the basic situation of the effective supply of basic public services for the disabled.Secondly,this paper uses the method of literature analysis and survey study to sum up the specific problems existing in the effective supply of basic public services for the disabled,which are mainly the narrow supply scale,the low supply level,the low supply efficiency and the imbalance between supply and demand.Furthermore,from related responsibility system,laws and regulations,supply mode,participation of disabled people in public services and social environment,this paper systematically summarizes and analyzes the reasons why the effective supply of basic public services for the disabled is not high.Finally,on the basis of the existing research,this paper puts forward some suggestions and countermeasures to improve the effectiveness of the basic public service supply for the disabled from law,institutional arrangement,interactive mechanism between supply and demand,supply mode and social environment.To sum up,based on the existing research on basic public services for the disabled,this paper summarizes and analyzes problems that currently exist and reasons,and puts forward suggestions and countermeasures from many aspects with the combination of theory and practice.The research results of this paper provide a certain reference value for the formulation of basic public service policy for the disabled and the improvement of the effectiveness of supply.
