In the process of deepening reform comprehensively,promoting the modernization of national governance system and governance ability,and building a "service-oriented government",the reform of civil service system,especially the situation of the grassroots civil servants,is imperative.In view of the lack of improvement in the wages of the county-level civil servants,the small space of career development and the lack of enthusiasm for work,the opinion on establishing a parallel system of civil servants ' posts and ranks of the following institutions has come into being,and has been going through two years now,What is the response and attitude of the county civil servants to the policy? What is the quality of policy programmes? How much is the policy objective achieved? How to evaluate the policy scientifically and objectively? The solution of these problems not only contributes to the improvement and perfection of the parallel policies of county civil servants ' position and rank,it is related to the smooth realization of the parallel policy goal of the county civil servant's position and rank,meanwhile,the scientific evaluation of the parallel policy of the civil Servants ' position and rank in the county is the enrichment and development of the theory of the parallel policy evaluation.Based on the actual situation of the parallel policy of the position and rank of the civil servants in the county,the paper introduces the structural equation model based on the research of the relevant literature on the policy evaluation and the parallel policy of post and rank by using the theory of policy evaluation.This paper tries to construct the index system and theoretical model of the parallel policy evaluation of the position and rank of the county civil servants,which includes the 5 two indexes of sufficiency,efficiency,fairness,responsiveness and satisfaction,and 19 three-level indexes.According to the scientific method of social research,a set of scientific and reasonable assessment questionnaire is designed,the corresponding field investigation is carried out,and the questionnaire data are analyzed and processed.It is found that the comprehensive score of the parallel policy evaluation of the county civil Servants ' position and rank in our country is lower,and combined with the field interview data analysis,the parallel policy needs to be perfected in the aspects of sufficiency,efficiency,fairness,responsiveness and satisfaction.Based on this,this paper gives some relevant policy suggestions from the aspects of further optimizing policy content design,innovating and perfecting rank promotion Evaluation mechanism,constructing perfect rank promotion supervision system,building solid public financial guarantee support,advancing civil servant salary system reform and so on.
