With the continuous development of agriculture and rural areas in China,the demand for water for agriculture has continued to increase.Problems such as weak infrastructure for irrigation and water conservancy,low efficiency of agricultural water use,and inadequate management are urgently needed.If these problems are not resolved,the degree of water scarcity and the cost of the ecological environment will continue to rise,and the promotion of agricultural modernization will inevitably be hindered.The comprehensive reform of agricultural water prices is related to the overall layout of agricultural development.Only through the reform of agricultural water prices can we effectively ease the contradiction between the supply and demand of water resources and provide institutional support for the sustainable development of modern agriculture.Through the analysis of the implementation process of agricultural water price comprehensive reform policies,it is found that due to the influence of many factors,there is a big gap between the actual performance of the policy and the ideal performance.However,in the implementation of the actual policy,due to the interference of various factors,There are serious performance deviations in the results of policy implementation.The true claims of citizens cannot be satisfied,public values are absent,and the contradiction between supply and demand remains prominent.Therefore,this paper takes the agricultural water price as the entry point for the implementation of the comprehensive reform policy,digs deeply into the influencing factors that lead to the performance deviation,and provides experience improvement for the follow-up promotion and implementation of the policy by correcting the performance deviation.The policy of comprehensive reform of agricultural water prices implemented in Gansu Province involves a total of 10 pilot counties(districts).This paper uses this as a research object,and collects texts through field surveys of reforms and in-depth interviews with stakeholders.The data is processed and analyzed by means of the free node coding function of Nvivo11 software,and the specific factors affecting the deviation of the comprehensive reform policy of agricultural water price are explored.The results of the research and demonstration prove that the current factors that affect the comprehensive reform of agricultural water prices and the resulting deviation in policy performance mainly involve four dimensions: policy environment,policy recognition,policy preferences,and policy implementation,including economic development,financial support,natural location,and policies.Formulation,reform characteristics,leadership awareness,farmers' ideological understanding,advocacy mechanisms,departmental coordination,government preferences,water management unit preferences,farmers preferences,policy implementation,project construction,and mechanism formation,15 specific influencing factors,among them,reform characteristics,policies Implementation and project construction are the key factors affecting the performance deviation.On this basis,this article exploratively proposes a corrective strategy for deviations in the performance of agricultural water price comprehensive reform policies,that is,optimize the policy environment,improve supporting measures for the characteristics of the reform,strengthen policy recognition,and increase policy recognition;balance policy preferences,strengthen the different Coordinating and guiding the interest relationship;Effectively increasing the implementation and implementation of policies to effectively improve the construction of projects and mechanisms related to agricultural water price reform.
