Along with the social and economic development of our country,the improvement of the people's living standard,the process of social democratization has been promoted constantly,and the contradiction between the demand for public services by the masses and the demand for public goods provided by the government has been in short supply and out of demand,and this contradiction has been expanding in the reform and development.Under this background,the government service hotline comes into being,which is to understand the public's situation and public opinion through the establishment of two-way communication platform between government and citizens,thus helping to optimize the government's decision-making mechanism.At present,local governments have made many beneficial explorations to bring the full range of government services into full play.By optimizing the service products and improving the service efficiency,they have met the needs of the people.It has played a unique role in promoting two-way communication between the government and the masses,providing targeted services,building civilized cities and enhancing government satisfaction.In view of this,this article chooses the SuiNing city government "12345" service hotline as the research content,by studying the government to open the effectiveness of the citizen service hotline,not only to further close communication with the masses,but also to provide more targeted public services,to find out the implementation of policies,listen to public opinion and public worries and so on important significance.This paper closely combined with the current domestic local government launched the mayor's hotline,hotline and other forms of public service hotline,in-depth study of domestic government typical hotline SuiNing public service hotline 12345 operation mechanism and construction,and strive to obtain beneficial enlightenment under the new situation of city.The service hotline of the background,significance and development of system analysis,based on the new public management,new public service,service-oriented government,government functions as the theoretical basis,to build a service-oriented society,promote the modernization of governance systems as the background,analysis and investigation of the domestic public hotline to analyze the status,SuiNing public service hotline 12345 construction and operation as a starting point,summed up the SuiNing public service hotline 12345 in the development of obstacles and constraints from large amounts of data and examples,from an empirical point of view,analyzes the various stages of development characteristics and the current operation system and find the results,break the bottleneck of the development of public service hotline operation method and optimization suggestion.Through from the top-level design,system construction,environmental construction of the service concept,clear the scope of services,performance optimization,supervision,public opinion monitoring system;reasonable network Lattice structure,specification of the "five one" mechanism,a wide range of services,the characteristics of the standard of service and keep pace with the times to ensure the efficient operation of hot line to strengthen the team,technology and knowledge;storage security,ensure the smooth operation of service hotline,ensure the work piece a reply,and constantly improve the public to provide suggestions for satisfaction.To further develop the SuiNing public service hotline 12345 advantage and brand effect,so as to promote the exploration of building a service-oriented government,optimize the government and the public communication channels.
