Research On The Protection System Of Chinese Overseas Citizen Interest

With the rise of China and the promotion of "One Belt And One Road" strategy,China's overseas interests are accelerating at a rapid pace,especially for Chinese citizens abroad to protect the interests of the urgency of time.In recent years,a large number of Chinese citizens have gone abroad to engage in various production and living activities.By 2017,the number of Chinese outbound trips will reach 130 million.The consequent increase in the number of accidents occurred overseas.The international situation after the 2008 financial crisis to worsen,the world economic recovery is slow,the influx of refugees,national protectionism,anti-globalization,and climate change that have evolved intensified;the situation in the region is still not optimistic,with the Islamic State as the chief terror.The influence of the ideological forces has affected the existing international order and security governance.The above risks threaten the interests of overseas citizens.Most of the overseas Chinese citizens lack the risk awareness,and the incidents that harm the interests of overseas Chinese citizens have occurred.From the perspective of protecting the history of overseas citizens,the Chinese government has long recognized the importance of protecting overseas citizens.After entering the 21 st century,the Chinese government and leaders of the situation,with the vision to complement strategist consular protection of resources,and gradually established a set including the government,the ministry of foreign affairs and embassies and consulates,the operation of the enterprise,such as system,explore the perfect in practice.In particular,the report of the 18 th national congress of the communist party of China in 2013 clearly put forward "resolutely safeguard national interests and the lawful rights and interests of Chinese citizens and legal persons abroad".However,in the context of building the “One Belt and One Road,” the benefits of Chinese overseas citizens have expanded faster and faster.The contents and forms of expression have become more diversified and diversified,and the ability of the government to provide protection for the interests of overseas citizens has not been greatly improved.The contradiction between overseas security needs and therelative shortage of government consular protection resources.How to protect the interests of overseas citizens has become an urgent and realistic problem.Therefore,combining the citizen situation at home and abroad,in sorting out the protection mechanism of the interest of the Chinese overseas citizens development ideas,to explore the mechanism of operation mode and problems,in order to find solutions,serving the overseas citizens interests play development,thereby contributing to global overseas security governance the Chinese wisdom.
