Study On The Practicability Of Establishing The Third Party Occupational Referee Institution Of State Sport

Recently, China is reforming on administrative system of the various walks of life. The orientation and tendency of institutional reform is "Little Government, Great Society". It is social administrative reform that makes the non-profit organizational third party taking part in developmental construction of every walk of life which is to make up the inefficiency on government and enterprise administration. With the historical background---"the Separation of Governmental Regulation and Management, the Combination of Governmental Regulation and Management", the referee of sports competition represents the justice of sport competitions and maintains the rules of competitions, even makes it as a key point of competition rules maintenance. On the part of the management of sport referees in China, the problems are caused on the management and operation of sport referees in China due to the influences of all kinds of subjective elements, which leads to some bad phenomena on sport competition referees such as "black whistle", "faint whistle", etc. To an extent, it is the phenomena that influence the environment of sport competitions in China. Therefore, it is necessary for the problems of sport competition referees in China to find an operating mechanism of the solution to referee problems, which can provide a referential model of sport referees maintenance on equal justice.The main body of the thesis includes sixth parts:The first part, it refers to the necessity of constructing the third party of sport occupation referee organizations from Chinese sport referees facing the problems which make us analyze the problems of the Ways of Referee Administrator.The second part, at first, it needs to make definitions of the core concepts such as the third party, the subjectivity of referees, the institution corporation, the third party of sport occupation referee organizations, etc. Then, it inspects and summarizes the developmental circumstances on sport referee organizations at home and aboard.The third part, it distinguishes the implication of subject and subjectivity, the essential inspection of the subjectivity of referee in sport competitions,the performance of the referee on subject and subjectivity so as to refer to the security significance of the subject and subjectivity of the referee on sport competitions, from the essential inspection of the subjectivity of referee in sport competitions.The fourth part, it analyses the practicability of the real establishment of the third party professional organization in China from three parts, including practicability and applicability of law, objective requirement in the development of sport, science and technology development and progress in management.The fifth part, from different aspects in the establishment of the third party professional organization in China, the organizational check, the daily inspection, the management of referees, money, and a host of information, the installation of organization and the management of constituent framework and so on, the study primarily make a construction of the organization.The last part, summary and reflection.
