Research On The Operational Mode With The Three Operational Bodies Of Online Higher Education In American

As a new trial and exploration for the United States to build the learning type society, online higher education has become a new force which can not be ignored since the 21 st century. The rapid development of online higher education in the United States is closely related to the participation of the American government,enterprises,colleges and universities. Through taking advantage of literature method, comparative method and case analysis method, this article studies real-life cases of online higher education separately operated by government, enterprise and colleges and universities) from the operating idea, function, operation mechanism, technical service and operation security.To analyze government-oriented online higher education, this article takes California Virtual Campus(referred to as CVC) as an example, from the operation idea,function, operational mechanism and operation security. While Walden University NTU engineering and Applied Sciences(referred to as NTU College) is taken as an example from its own different aspects to analyze business-oriented online higher education. And as for the colleges and universities-oriented online higher education,the University of California, Berkeley, who created educational technology services(hereinafter referred to as the ETS), is studied as real-life case from the above aspects.Through the in-depth study, this article concludes that online American higher education has the following characteristics: First, the concept of innovative operation.different types of online higher education hold their own beliefs formed in the development as the starting point. Second, function is systematically. Third, technical service is diversified. Fourth, operation mechanism is improved. Fifth, operation security is generalized. In contrast, Chinese online higher education, although has been developed, is still faced with many problems. Therefore, to make the operation idea of Chinese online higher education be innovated continuously, the function of which be improved, technical service be diversified, operational mechanism be generalized and operational security be reliable, China should learn from the different American modeswith the participation of Chinese government, enterprises and colleges and universities.
