As the old saying, the source is distant and the steam long, the luxuriant leaves come with deep roots. Our country has been a large population country since ancient times. Then through the centuries, billions of generations were given birth in the cast land. We can say that, how long the history, how far the way people concern about the population issues.Our country mainly executes the population policy of family planning policy. Since we have stepped into the 21st century, coming up with the situation of unreasonable population structure, the hidden dangers of employment, old age care as well as marriage and family, have putting the applicable issues of our current family planning policy to the forefront. Since the ruling of the communist party of China, in order to promote social progress and people's living standard in our country, as well as exploring a path by which with family planning policy with Chinese characteristics, they have paid much attention to the controlling of population, improving population quality and adjusting the structure of population, also put them into the major practice. For its repeated process, wide participation, big adjustment and wide range of influence, family planning policy is well-deserved to become one of the representative cases in policy process in China today. Therefore, the case certainly has an important research value.Since the implementation of family planning policy in the 1970s, the change of the process of our country's family planning policy is significant. After the fertility growth stage and control growth stage, there is finally a stage of promoting balanced development of the population in family planning policy. For adapting to the increasingly open and complex economic, political, cultural and social environment at the same time, family planning policy is in transformation of the mode step by step.This article tries to use one of the most influential public policy process theories--Advocacy Coalition Framework (ACF), to clear up and make analysis of policy change of China family planning in history. Born in the 1980s, the advocacy coalition framework is proposed the way of policy change based on policy beliefs for the first time, and has obtained success in many cases in the process in policy change. So this article uses the advanced policy process theory, explaining the zigzag policy change of family planning, based on policy change reflects the changing policy beliefs in family planning issue. And in combination with the features of political and economic system during the transition period of our country, the article explores the applicability of advocacy coalition framework to the field of China family planning. What's more, an effort is made, to understand the characteristics of policy decision system of China family planning in the new background, and provide some inspiration to government for the further improvement of family planning in the future.This article is mainly included the policy process, advocacy coalition framework, as well as policy change of China family planning. It is finally summed up to six chapters.The first chapter is introduction, introducing the selected topic background and the selected topic significance, the research status and literature review, research methods, innovation and deficiency, etc.The second chapter presents the related concepts of advocacy coalition framework and policy change of family planning, and the more related concepts in research, including the policy change theory and the policy process theory.The third chapter firstly analyzes the logical system of advocacy coalition framework, including the basic logical process of policy advocacy coalition framework and the internal and external environment of policy subsystem; Secondly, it researches mechanism of policy change; Finally, it writes about the five theoretical preconditions and necessities of advocacy coalition framework system.Chapter 4 studies and rethinks about the effectiveness the advocacy coalition framework make to policy change of family planning, I mean, the feasibility of research, specifically to the meaning of five theoretical preconditions of advocacy coalition framework to the policy change process of family planning.Chapter 5 firstly makes a brief summary about policy change of China family planning in chronological order. It divides the policy change period into the repeated stage, preliminary implementation stage of family planning, no-plan stage, vigorously promoting stage, and the promoting stage of long-term and balanced development of population, and then making differentiate states for every stage.Then in chronological order also, it focuses on the analysis of policy change of China family planning. In other word, it focuses on how policy subsystem of advocacy coalition framework works on policy change of China family planning:In advocacy coalition framework, how the new policy subsystem and new coalition in internal subsystem produce, how the advocacy coalition framework facilitates the process change of the family planning.Then found the existing problems in the previous family planning policy adjustment based on the ACF analyze.And finally, the article puts forward some reasonable suggestions on the existing problems, also there is a prediction of the direction of the policy adjustment of family planning in the future with the advocacy coalition framework.The sixth chapter is the conclusion of the full article; it makes a sum of the research conclusion.
