In recent years, with the growth of the raw material and labor cost, the operation and management of logistics service department have met a lot of new problems, among which the more obvious is the shortage of grass-roots staff widespread enthusiasm. It even caused the large-area employee turnover at the grass-roots level, and is more outstanding in S college logistics service center. The separation rate was as high as 40%, and the unstable structure of staff troubled greatly for the logistics department staff effective operation.College logistics service departments shoulder the service function. And under the background of market mechanism, the core of incentives, which is the salary and welfare system, has become popular in the firm incentives, but is difficult to play a role in logistics department.. Thus, it is important to look for other more effective incentive factors.Therefore, based on the principle of “Start from the side of the problem”, this article aimed to solve the existing problems in the grass-roots staff incentive problems of the S institute repair centers. First of all, through extensive and analyzed related literature at home and abroad, we determine the suitable theoretical basis and research methods of this study. At the same time, this article carried on thorough analysis of S grass-roots staff incentive status and existing problems of the maintenance center, and put forward the research hypothesis based on the preliminary study. Then, according to the related literature, this article established the incentive factors and incentive effect theory model, and proposed the corresponding research hypothesis. And on this basis and through the questionnaire survey, this article carried on empirical test of the assumptions and also examined the college S maintenance center and local industry level in more than one latitude of incentive factors and incentive effect difference. Finally, according to the results of empirical research and data analysis, this article put forward targeted and operability suggestion measures to promote the perfection of S staff incentive system of the repair center.
