The balanced development of education has great significance to the modernization of our country.The imbalance of economic development among provinces has brought great challenges to the realization of educational equity and balanced allocation of educational resources.It's inspirational for Financial education funds reaching 4%of GDP.Based on these,the 13th Five-year Plan,Education Law and Higher Education Law put forward new requirements on the rational allocation of educational resources.The balanced allocation of educational resources,as a hot issue in recent years.Based on the provincial panel data of China's education finance as the research object,using descriptive statistics and normality test to explore the data distribution,using K-W test,median test and J-T test of three kinds of methods to explore differences in the allocation of educational finance,combined with the Lorenz curve and Gini coefficient to describe quantitatively the equilibrium degree of education financial allocation.Through time series we can explore the development trend of education financial equilibrium degree,combined with the correlation analysis,partial correlation analysis and correspondence to explore their relationship.The full text studies in a quantitative manner..The first chapter describes the research background,research methods and the existing research results.The second chapter introduces the data source and the basic situation.The third chapter through the cross section,time series and correlation analysis to measuring the degree of educational finance balance among provinces in China.The fourth chapter gives the results of the analysis and policy suggestions based on the corresponding conclusion.The results of the panel data show that:The degree of provincial equilibrium and the development trend is relatively complex,the difference between east-central-west regions is still obvious,there is a mismatch betwen the income and expenditure of education,the changing trends in the region are not consistent.Aiming at the above problems,we put forward that developing economy,set proportion of the fiscal expenditure on education as the local government performance evaluation standards,strengthen supervision and promote the education fiscal balance,juggle efficiency and fairness in education resource growth level.
