Running school by means of collectivization, a significant way of promoting national basic education equity, enhancing the educational efficiency, accelerating the equalization and optimization of basic education, has been rapidly adopted by various provinces and municipalities in China. Thus, the present study, based on group school-running strategy of famous schools in Changsha, deeply analyzes the internal management system and operation mechanism of education groups to construct a Changsha model, with high balanced development of basic education, which not only has the theoretical significance of scientifically understanding, grasping the rules and clarifying the schooling thoughts of basic education group development, but also improves the quality of education groups so as to jointly promote a steady development of multi-regional education, and meet the real needs of people for high-quality education resources. This paper, using literature method, case analysis method, semi-open interviews and action research, clarifies the status of basic education groups in Changsha City, refines factors of running schools by means of collectivization, summarizes the school-running experiences, systematically analyzes the operating mechanism, and proposes educational suggestions to ultimately promote basic education groups in Changsha City to develop toward the direction of a higher level.Running school by means of collectivization essentially adopts collectivization management concepts and methods. In the aim of promoting universalization, equalization and equitable development of high-quality educational resources, education groups integrate and distribute resources within groups, which enhances the efficiency of school running as well as talents success rate, featuring industrialization, diversification and specialization.Based on empirical researches on Changsha basic education groups, this paper discusses establishing time, school nature, schooling model and students enrollment of six middle school education groups in Changsha (ChangJun education group, The High School Attached to Hunan Normal University education group, YALI education group, Changsha First High School education group, Mingde education group, Zhounan education group), and explores problems existing in the process of school running:first, interschool vicious competition. It may lead to another round of resources inequity; second, narrow schooling ideas. Groups lack communication and concerted efforts; third, school homogeneity expands at the expense of cultural diversity, for instance, emphasizing local culture of famous schools and denying root culture of weak schools; fourth, limits of faculty system in groups. As for the above four main problems, in order to achieve cooperation among education groups, researchers believe that leading policy is the prerequisite factor, educational philosophy is the value factor, quality resource is the key factor, ecological environment is the basis of factors; establishing a new system is the ensuring factor, and the quality of teaching is the core factor.Researches show that to achieve balanced education development and implement group school-running strategy of famous schools, measures should be adjusted to local school conditions at the right time. Take Changsha as an example, it presents five typical models, namely famous schools leading new schools, famous schools helping weak schools, famous schools administrating private schools, famous schools establishing affiliated schools, and famous schools uniting with famous enterprises. In terms of the construction of mechanisms, five aspects are included. Firstly, high grade balance of resource allocation mechanism, for example, education mode reforms, promotion of education resources equalization, and implementation of the plan that enables special groups enjoy equal education opportunities. Secondly, high grade balance of teacher training mechanism, including expanding the personnel autonomy, developing famous teachers, and enhancing teachers'attraction. Thirdly, high grade balance of educational investment mechanism, discussing from three aspects: increasing investment on weak schools, attracting social investment, and balancing urban and rural resource allocation. Fourthly, high grade balance of enrollment mechanism, mainly in reforms of proficiency test and comprehensive quality evaluation, and enrollment policy improvement. Fifthly, high grade balance of quality evaluation mechanism, consisting of establishing separate evaluation system, centralized evaluation mechanism, diverse evaluation subjects, creative evaluation approaches, results announcement system of educational evaluation and accountability systems, and accelerating evaluation modernization.Reforms of basic education needs related policies and resources. This paper explores how to promote reform and quality of basic education to new heights from three dimensions: cooperation among the government, schools and enterprises; polymerization:one manner; and the linkage of supervision, undertaking, and evaluating.
