In recent years,there are many problems that hold up the development of the teachers,and impose negative on building an outstanding teachers team and Double Top university.The article try to find the problems by comparing two universities' text of academic title evaluation in China and England,and solve the problems by drawing on British experience,from the view of teachers' development.At the same time,the writer wishes the definition of teachers' development can be built into the personnel management system of Chinese universities and the idea of staffs,to set up a good institutional environment.Firstly,the article organizes the literature of the study about academic title evaluation in China and England,especially research on the text,and chooses the method of research.Next,spelling out some concepts of academic title evaluation and teachers' development,theory of the dimensions,stages and evaluate in teachers' development,the relations between academic title evaluation and teachers' development,the principles of academic title evaluation.Secondly,comparing the text from the route of teachers' title development,evaluation procedure and criteria.Chapter Four presents comparisons of teachers' title development,evaluation procedure.Chapter Five presents comparisons of evaluation criteria.Finally,the writer makes some specific suggestions in three aspects: improving the scientificity of evaluation to guiding direction for teachers' development;enhancing the humanization of evaluation to boosting motivation for self-development;safeguarding the fairness of evaluation to building an environment fit for teachers' growth.
