During the planned economy times,our country was short of manpower,material and financial resources.Only a tiny minority of schools could run well.So key primary school,key junior high school,key senior high school,985 and 211 program appeared.Practice says that,on one hand,the partition of key and non focus schools conveyed a large number of personnel for the development of social undertakings and promoted social economy dramatically,it was a reflection of focus on the power to do great things.On the other hand,it foreshadowed for school choice problem and the stratum curing.It strengthened the idea for school choice subconsciously.In recent years,as the fierce competition in job market and the further curing stratum,school choice was more and more violent.Though the government has prohibited school choice again and again and proclaimed a series of policies to contain it and we had a little harvest,the phenomenon of school choice is still widespread.It is people's investment and consumption to receive education.I think as consumer and service object,students and their guardians have rights to choose high-quality service.It is also the righteousness of market economy.Therefor,what the government should do is not to deny school choice blindly,but to take advantage of the opportunity to solve the problem.In terms of present school choice state in Heze,this article analyses school choice background and history in Heze.And offers some politic suggestions.Chapter one is introduction,including research background,literature review,research contents and methods.Chapter two is concept definition and theoretical basis.Chapter three is school choice history and present situation in Heze compulsory education.The school choice history can be divided into three parts.The government took grades as the standard during 1949 and 1977,took money and authority as the standard during 1977 and 1995.From 1995 up to now,Nearby Enrollment is the mainstream policy.Chapter four is school choice analysis in Heze compulsory education phase,including the rationality analysis,the problem and reason analysis school choice phenomenon has produced.Chapter five is the countermeasures and suggestions to Heze compulsory education phase school choice problem.Methods of field investigation,literature retrieval,comparative analysis and case study were employed.With the help of classmates and colleagues,we investigated 16 schools in city and rural areas,including 8 primary schools and 8 secondary schools.I found a large amount of useful information from our city library and archives in my department and the internet.I made a comparison between the present school choice policy and the previous.For study behavior of individual student,I have made a detailed notes.This has made a great help to the essay.In my opinion,school choice probation is unfavorable to top students.In urban areas,it was like to choose school with money to buy home with high price.School choice probation policy was invalid.The government should adjust current school choice policy to permission from prohibition.Rather than based on money,authority,and grades,school choice should be allowed on the basis of students' overall quality.It requries the government give full play to the administrative function,scientifically grasp the direction of education,reform the enrollment evaluation system,vary schooling type,supply more education opportunities for public,and reinforce educational justice.Government's behavior should embody the worth of efficiency,fairness and justice,increase education investment in weak areas,enhance teacher stuff equipment and interchange,shorten the gap between urban and rural places and among schools.Government should also refine laws and regulations about education and tighten social regulation.Various government departments should work in collaboration with each other,promote the continuity and coordination for education policy,supply more qualified education resources,return education choice right to parents and society.
