Points-based System Research Of Compulsory Education For Migrant Labors' Children In Whenzhou

"13th Five-Year" period,China has explicitly put forward to adapt to the reform of the household registration system,to promote the establishment of migrant workers' children enrollment policy with the residence permit as the main basis,to expand the urban supply of education resources,and to guarantee abundant service resources of public schools or private school with government funding for these children.The promotion and implementation of the points-based system policy of education enrollment in Whenzhou is a new attempt and thinking for the reform of the compulsory education of migrant workers' children,which is a new approach to break the barrier of the household registration system.This paper is aim to research the points-based system of compulsory education for the migrant workers' children in Whenzhou to promote education fairness and the equalization of basic public services with the methods of literature analysis,theoretical-empirical analysis,questionnaire survey and interviews.This paper is mainly divided into the following aspects.First is the theoretical evidence of the points-based system of education enrollment.This paper demonstrates the necessity of the promotion of the equalization process of the basic public services through the equalization of basic public service theory,the benefit to improve the whole social welfare level through Rawls' s welfare economics,the social responsibility for government to undertake the implementation of education enrollment of the points-based system policy based on the government responsibility theory.It offers a theoretical basis of the scientificity and feasibility of the system.Second is investigation of the current states of the implementation of education enrollment of the points-based system policy.Through questionnaire surveys and interviews on the education status of Wenzhou migrant workers' children,the finding indicated the fact of hard enrollment,low educational quality of private school and inefficiency of policy implementation.These events demonstrate the necessity for Whenzhou that using enrollment policy of points-based system to break the barrier of the original compulsory education system,which offers a realistic foundation for Whenzhou to forward the policy.Third is to research the education enrollment policy of the points-based system.From the site of the national relevant policies about points-based system,we learn the experience of lots of local governments and try to propose reasonable suggestions for improving and optimizing the points-based system in Whenzhou.Meanwhile,with analyzing the new measurements of the education enrollment policy of the points-based system in Whenzhou,the points are highlighted that the system was disconnected with “one child policy”,and pointed on the technical level and scientific and technological innovation and Emphasized the legitimacy and stability.In this research,we found problems still existed during the implementation of the points-based system policy of education enrollment,like complicated application process,the lack of universal benefit of the policy,poor connect and linkage between the management department and districts,and the unbalance between supply and need of the education resources and so on.To fix these,with theoretical research,experience learning and realistic foundation analysis,this paper puts forward idea for the optimization and strategy design of points-based system in Whenzhou.One is to aim on the target.The design of the points-based system policy should be based on fairness and justice and focused on the promotion the equalization of basic public services as top goal.Another is to make clear the target population of fairness,to perfect the point system of education enrollment of points-based system,to build a transparent process,to simplify the enrollment application,to increase educational financial input,to promote the equalization of education enrollment service of points-based system,which leading to the optimization of the design and execution of points-based system.This paper could be a points-based educational enrollment reference of migrant workers' children for other regions like Whenzhou.
