China's construction qualification registration system has been implemented for more than 20 years,with the rapid socio-economic development and urbanization process to accelerate the construction environment has undergone significant changes.Guangdong Province belongs to the forefront of reform and opening up,the development of the construction market is high,in order to change the government functions,promote the transformation and upgrading of the construction industry,build a new normal order under the new construction market to ensure the quality of engineering safety and enhance the level of construction for the current construction industry,Construction market and construction management in the outstanding problems,vigorously promote the construction of the reform is imperative.Among them,the transformation of construction qualification registration system reform process of the government's regulatory function is particularly urgent.Based on the top-level design and from the perspective of strengthening the process of post-event management,this paper explores the innovation and supervision mode of the practitioners to guide the government departments,public institutions,public institutions and so on.Based on the research on the post-supervisory model of the registered personnel in Guangdong Province,Industry associations and so take different from the traditional "to batch management" of the regulatory model,to play the existing social credit system and industry organizations self-discipline,regulate the practice of registered personnel.This paper first analyzes the situation of construction qualification system in China by means of literature analysis,and summarizes the practical experience of developed countries and some domestic pilot provinces and urban practitioners,compares and analyzes the differences in the management mode of domestic and foreign practitioners or Can learn from.Secondly,through the methods of questionnaire survey and expert interview,this paper discusses the status quo of the practicing qualification system of Guangdong Province and the status of its practitioners and its regulatory characteristics,and analyzes the present situation from three aspects: laws and regulations,supervision mode and credit system construction The problem of systematic analysis.In addition,based on the comparative analysis of the domestic and foreign construction practice supervision mode,as well as the construction of the relevant laws and regulations and regulatory documents system,combined with the management,industry organizations,enterprises and personnel comprehensive research data,Not in the traditional government regulation of the two regulatory model:(1)industry organization self-discipline model: the introduction of industry associations to participate in the management of practitioners,including the establishment of approval of the management committee,industry organization approval and information disclosure.(2)Comprehensive social evaluation model: combined with the current national construction market supervision and integrity of the integration platform and the provinces and municipalities integrated information platform,law enforcement record platform and other database information,the practitioners of the comprehensive score,the evaluation results of the implementation of differentiated regulatory mechanism.At the end of the paper,we will use the analytic hierarchy process to quantitatively compare the above two models with the traditional government supervision mode.The various types of supervision modes are from the highest to the lowest in the order of industry: self-discipline,social comprehensive evaluation mode,traditional government regulation mode.In general,this paper puts forward the relevant rules and requirements of the organization's self-discipline model and the social comprehensive evaluation mode to promote the healthy development of the industry,taking full account of the existing laws and regulations documents,and setting up the qualification registration system for Guangdong Province Deepening the reform to provide a scientific basis and the direction of reform;research proposed innovative regulatory model has a certain degree of universality,for other provinces and cities to provide a reference.In addition,this paper is based on the analysis of literature,the combing of laws and regulations,the comprehensive analysis of domestic and foreign management models,and the more extensive peer-to-peer questionnaire and expert interviews.In the research methods and models,we can provide reference for other related research.
