Research On The Development Of Kashi Urban Functions

As China speeds up its modern modernization,urban development should not only be embodied in size of population,scale of land use and so forth,but more importantly,it should consider the role of economic activity of all sectors of a city in promoting urban development and driving the development of surrounding cities.In the economic and social development within a region,the work and role assumed by a city is the core issue of the study of urban function.As an important part of Chinese national development strategy,the development strategy called the rise of west China facilitates the development of cities in western borders and plays a vital role and is of great importance to the Chinese economy and society on the whole.In the context of the overlapped implementation of three national strategies—the Silk Road Economic Belt,China-Pakistan Economic Corridor and Kashgar Economic Development Zone,Kashgar is a bridgehead of westward development of the Chinese economy as a political,economic,cultural and traffic hub in south Xinjiang,with a highly important strategic position.Compared with other cities in Xinjiang,Kashgar develops at a relatively low speed economically.There are only a few studies about its urban function.A systematic analysis of urban function of Kashgar,which analyzes its evolution laws and competitive functions,can better promote the social,political and economic growth of Kashgar.This paper took Kashgar as primary object of research,adopted qualitative analysis,and sorted out main evolutions of urban function of Kashgar in its historical development process;Location quotient method was used to distinguish basic part and non-basic part of economic activity of Kashgar;quantitative analysis and Nelson Classification Method were utilized to analyze Kashgar's evolution and intensity of urban function.Main research conclusions are as follows:(1)In the historical development process before new China was established,political and military functions of Kashgar remained its central functions as it was a feudal official station and military station;the exchange of commodities with neighboring regions and countries indicates that its commerce function always exits.In this period,Kashgar was a consumption-oriented city.After new China was founded,its industrial production function,traffic function,commerce function and post and telecommunications function improved,Kashgar transformed from the initial consumption-oriented city to an industrial city,but in this period tourism of Kashgar just began.Since the 21 st century,Kashgar enjoys a high level of social service function,industrial function,commerce function,and tourist function,and its urban function moves towards comprehensive development.(2)Energy production and mining industry of Kashgar does not have the basic part of economic activity and is not competitive in Xinjiang area;manufacturing industry,construction industry,transportation industry,warehousing industry,post and telecommunication industry,commerce,financial industry,real estate industry,social service industry,science,education,culture and health service,and government agencies and organizations service industry sectors are product-output sectors that have basic part of urban economic activity across Xinjiang.(3)The results of quantitative analysis showed that the specialization of manufacturing industry in Kashgar is relatively at a low level,so this function is weak.Science,education,culture and health service and government agencies and organizations service industry are general functions of Kashgar.Building trade,transportation industry,warehousing industry,post and telecommunication industry,commerce,financial industry and real estate industry and social service industry enjoy high intensity of functions,they are prominent functions of Kashgar.Overall,Kashgar is a comprehensive city that integrates various functions,including buildingtrade,transportation industry,warehousing industry,post and telecommunication industry,commerce,financia industry,real estate industry,and social service industry.(4)The dominant urban function of Kashgar is not obvious,as there is a lack of competitive dominant function in Xinjiang or in a larger scope,urban function has a small coverage without economic impetus.Kashgar serves as the political and economic center in south Xinjiang,and its political function and military function are basic and central functions of the city;with the support of national strategy and policy,Kashgar's foreign trade and industrial productivity will increase constantly,while commerce function and industrial production function is increasingly dominant;the combination of tourism resources and local culture and the construction of advantageous cultural and tourist center are main developmental directions for the urban function of Kashgar.
