Planning And Designing Of Information System Of Social Insurance Relationship Transfer

With the increase of national labour migration and remote employment, more people have to pay their social insurance contributions outside their hometown or even from different locations. However, the local policies on social insurance transfer are diverse, resulting in inefficient or unworkable insurance relationship transfer. In view of this situation, the Government promulgated The Provisional Regulations on Transfer and Continuity of the Basic Old-age Insurance for Urban Enterprise Employees, and Ministry of Human Resources and Social Security accordingly released The Notification to Release the Provisional Regulations on Transfer and Continuity of the Basic Medical Insurance for Migrant Employees and so on, so as to regulate and guide local practices.To implement the regulations mentioned above, secure the legitimate rights and interests of urban enterprise employees covered by basic old-age insurance and basic medical insurance, promote human resources rational allocation and ordered migration, and ensure the insured could smoothly transfer and continue his or her basic old-age and medical insurance accounts across-region, the Information system of Social Insurance Relationship Transfer is to be established based on the Jinbao Project networks at ministerial, provincial and municipal levels. The System is connected with local social insurance administration systems, combined with the PKI/CA digital certificate technology. This national information exchange and application platform of social insurance transfer will ensure efficient social insurance transfer and realize informatization of the transfer and continuity of the basic old-age and medical insurances.As one part of the Jinbao Project, the Information system of Social Insurance Relationship Transfer is a platform for information exchange and sharing and focused on process control and content of the information exchange. The data required by transfer and following process are completed by business management system, and the content required by information exchange is allocated according to standards in order to accommodate different models.Information System of Social Insurance Relationship Transfer is developed on the B/S/S multi-tier architecture with the J2 EE platform, using applications based on J2 EE standards and independent client solutions, and is further extended according to the characteristics of the insurance industry. At the same time the system is designed and implemented using object-oriented analysis methodology and UML tools.
