A Study On Management Of Electronic Records Filling In Jiangxi Province

Since the beginning of the new century,in the process of building an open,service and performance government,various departments in Jiangxi Province have increasingly applied various e-government systems(including OA system,industry business management system,administrative examination and approval system,data statistics analysis system,etc.),greatly improving the efficiency of government work.Those e-government system produced a large number of high preservation value,electronic documents.Put those electronic documents properly archived,will play an irreplaceable important role on recording of economic and social development history,saving proofs according to the law of duty and sovling peoples personal affairs.However,due to the electronic documents archiving management work is still in start stage,and the research is not so deep,staff members are not familiar with electronic documents,electronic documents archiving work are now facing many difficulties.This situation not only greatly reduced the E-government construction investment efficency,but also caused a great waste on the government investment.This paper starts from the basic concept of electronic documents,analyzes the characteristics of electronic documents,the formation and archiving process.Based on analyzes of research data and specific cases,this paper introduces the situation and the practical exploration of the electronic documents archiveing management in Jiangxi Province.It shows that lack of archiving function,lack of protection of electronic documents means,file format does not meet the electronic file management requirements,and electronic documents are not complete are four main issues existing in Jiangxi province;it also faces four challenges which are new technology changes,the emergence of new categories of documents,data concentration,data security;puts forward the current problems are due to the concept of electronic files unclear,archiving work planning lack of forward,filing management duties are unclear,lack of incentives.And accordingly put forward our province electronic document filing management should improve the management mechanism and system,improve the management standard system countermeasures.
