Meteorological Facsimile Chart can show the present situation and the changing trends of both surficial and air weather.It can be used in several fields,like sailing,ships and military.With the rapid development of mathematical forecast,there is an increasing demand of analyzing the facsimile charts automatically.So we are never in this need of a powerful software to do the meteorological chart analysis.Meanwile,to work out the algorithm of interpolation is the most significant part in this problem.Considering the actual demand in meteorology,we worked out a sort of automatic interpolation algorithm for isolines and applied to a new geographic information processing system.Here are the main jobs of this paper:Firstly,we use the daily surface and air weather diagram of Japan Meteorological Agency to carry out the picture information analyze,make binary pictures,redundancy removing and isoline vectorization,then we get the three-dimensional discrete data points.Secondly,We come out a sort of new interpolation called L-RBF Method.Statistical analyze the numbers first,for those uniform and intensive samples,we choose linear triangulation method to interpolate numbers.And for those sparse samples,we use Radial Basis Function to interpolate numbers.Quartic spline are been used as the weight function,then replace the circular domain of influence with rectangle,and use Gaussian elimination method to figure out the linear system matrix.Those methods work well generally.Last but not least,we build an information processing system for meteorological facsimile charts,called MGIS.By using isoline numbers,we inverse and analysis the field of pressure and wind to 3 dimension field,which made a great progress in this field.
