Research On The Evaluation Of Innovation Ability In The Demonstration Zone Of Ecological Civilization

With the environment getting worse and worse and the concept of sustainable development being popular,people began to think about the traditional economic development model and began to find a new means of environmental construction.The construction of ecological areas in China is based on this background.Since the 1990s,China has started the construction of ecological areas,the main forms are:the construction of national ecological demonstration area,the construction of national ecological area,the construction of ecological civilization first demonstration area,and ecological civilization first demonstration area is one of the main means of the current construction.As far as 2016,there are 100 ecological civilization first demonstration areas in China.Innovation is an important source of power in the process of construction of ecological civilization demonstration area.With the background of innovation--driven development in the current,so innovation--drive is also the inevitable choice of ecological civilization demonstration area.However,it is found that the current research object in the academic field is mainly aimed at the eastern region,and the western region is still relatively.The research content is mainly focused on its development model,ecological efficiency,system innovation and so on,and for its innovation ability evaluation research is still relatively,therefore,I combined with the professional knowledge and the experience of participation in the project of "Xi’an Chanba Ecological District’s Development Report".Finally,I selected "The research of ecological civilization first demonstration areas’ innovation capability evaluation" as my dissertation topic,and taking western 10 demonstration areas as objects of empirical analysis.This paper referred to the Oslo Handbook(third edition),the China Regional Innovation Capability Report and the World Competitiveness Forum’s Global Competitiveness Report,and combined with the comprehensive assessment of indicators and construction goals of the ecological civilization first demonstration area.This paper constructs the index system of innovation ability evaluation of China’s ecological civilization first demonstration area,and the concrete index includes three parts:innovation environment,knowledge innovation ability and innovation benefit.In order to measure the level of innovation development in the ecological civilization first demonstration area,this paper made a comprehensive evaluation of the innovation ability of ten typical ecological civilization first demonstration areas in western China by factor analysis and cluster analysis.The main conclusions were:(1)The gap between the innovation level of the ecological civilization first demonstration areas in the western region was relatively large,Chengdu was in the leading position,and the innovation ability of Ya’an is relatively weak.(2)On the whole,the comprehensive scoring ranking and the innovation benefit score of the innovation capacity of the ecological civilization first demonstration areas were the same,so it is the key to improve the innovation ability of the demonstration areas.In order to understand the distribution level of the innovation ability of the demonstration areas,this paper classified the comprehensive evaluation results by cluster analysis.The classification results showed that:the innovation ability of the demonstration areas in the western region can be divided into three categories:the first type of demonstration areas’ innovation capacity were relatively strong(Chengdu,Lanzhou,Ordos);The second type of demonstration areas’ innovation capacity were general(Baotou,Guilin,Jiuquan,Yulin,Dingxi),in this category of demonstration areas are more;The third class demonstration areas’ innovation capacity were weak(Ya’an,Yan’an).Which also showed that western region of ecological civilization first demonstration areas of innovation and development is not balanced.In order to measure the dynamic changes of innovation capacity in the demonstration areas since the construction of the ecological civilization demonstration area from 2014.This paper analyzed the innovation capacity of 10 demonstration areas in the western region of China from 2014 to 2015 by the Malmquist index,and found that:(1)On average,the total factor productivity of the 10 demonstration areas in the western region has an average factor of 1.249 and a growth rate of 24.9%,indicating that the productivity level is increasing from 2014 to 2015.From the technical efficiency change index,the average of the 10 demonstration areas in the western region was only 0.996,showing a declining trend from 2014 to 2015.From the technological progress index,the 10 demonstration areas in the western region showed an increasing trend from 2014 to 2015,and the growth rate was 25.4%,indicating that technological progress was the main reason for the improvement of total factor productivity.Technological progress was greater than the efficiency improvement,indicating that technological progress is the main source of total factor productivity growth.(2)From the whole point of view,20%demonstration areas showed a downward trend in the study sample,80%demonstration areas total factor productivity was increasing trend,and the increase was mainly caused by technological progress,the demonstration areas of technological progress was greater than the efficiency improvement Value,indicating that the technical efficiency of the demonstration areas to be improved.Finally,according to the conclusion of empirical analysis,this paper puts forward the countermeasures and suggestions for the innovation and development of the ecological civilization first demonstration area.This paper argues that it is necessary to highlight the ecological characteristics and promote the balanced development of the demonstration area;to build the innovation platform and improve the innovation efficiency;to optimize the innovation environment and enhance competitiveness.
