Rural doctors, initially known as the "barefoot doctors", are an importance force providing basic medical service for rural residents. The team created in the 1950 s has long rooted in rural areas and covered the rugged country roads, playing an indelible role in maintaining the health of the broad masses of peasants and safeguarding the preventive health care services, and also making great contribution to guarantee the health service and the economic development of the rural areas.However, in the process of the continual advances of the medical and health reform,the team of rural doctors is facing many difficulties in development,such as the unclear identity,a low income, the awful practicing conditions and a lack of old-age security, above all, a bad need of rural health talents. The lack of old-age security system for rural doctors is one of the most prominent problems, mainly reflected in the low old-age security level,the huge gap between rural doctors and other professions and the uneven and various old-age security policy.The rural economic system reform and the health care reform has entered an abyssal region.The basic health work includes numerous tasks and heavy pressure, the mechanism of national public subsidies for rural doctors not sound enough, at the same time, the aging of the rural doctors serious, the income of the rural doctors pay out of step with the actual value, old-age security lacking, rural doctors work enthusiasm decreasing, rural doctors having a low income. There has been a fault between the old-aged rural doctors and the young ones, because many doctors are reluctant to enter such a industry and some old-aged doctors can't retire.In the long run, the first level work of the basic health care service system is suffering from instability and unsteadiness. There have been fluxing appeals for a solution to pension levels for years. The masses of petition interviews and the cases of filed petitions increasingly more and more, which has an influence in the stability of the basic health care team and the harmony of the society. Therefore, in order to continue playing the basic role of the rural medical team, the problem of sense of security has to be solved so that the villagers needn't go out of their village when they have got a minor illness and go out of the county in serious illness.This study is carried out through the retrieval and accessibility of the papers concerning the old-age security for rural doctors on Hownet and Wanfang Data, and through a search for policies of and practices of safeguarding the pension rights of rural doctors as well.Taking the rural doctors in Wenshan City of Yunnan Province as the object, this research objectively learns about the basic situation and reality of the rural doctors in the surveyed area in the ways of questionnaires and interviews.An application of such related theories as management is made to analyze the data.According to the investigation, the present situation of the rural doctors are alarming and this is true of their income.In other words, rural doctors are still facing problems, such as their unclear personal identity, relatively low government subsidies, less income, poor working environment and insecurity of old-age pension due to a low level of pay and the correspondingly low reimbursement rate and small security degree.Strategies are also put forward:first of all, to do the top design.A unified old-age insurance policy for the rural doctors is to be introduced to the national level, taking a variety of ways to solve the old-age pension problem. Secondly, the government should increase investment in the old-age security, strengthen the construction of rural grassroots health service system,and reduce the pension burden of rural doctors. Furthermore, village doctors are to be "taken in" and reorganized in an integrated management mode, being real doctors and enjoying the equal treatment as the justified medical workers.How to handle the historical problem of old-age pension for village doctors is a task of top priority, consolidating the basic medical and health population and stabilizing the construction of the team. Consequently, everyone has a chance and can afford to visit doctors. All these are of great significance in easing social contradictions, building a harmonious society,and promoting the construction of healthy China.
