Based On Local Level Public Hospital Medical Service Price Adjustment Strategy Research

In this paper, the state issued a series of relevant reform documents as a guide, follow the ideas and principles of the country to determine the price adjustment. This article takes the local public hospital medical service price adjustment strategy as the research object. Aims to provide a reference for the local medical service price adjustment, to provide a reference for the country to develop relevant policies.Firstly bibliometric analysis of 1064 documents were analyzed, there are three major problems and its influence in this price system:policy-makers and the public’s understanding distortion, that is, the low cost of welfare, emphasis on physical consumption to underestimate the invisible consumption, ignoring the special nature of the medical services industry; medical services price distortion,performance for the low price of medical services, medical services, the price of the project is unreasonable, the price difference is not open; price adjustment mechanism is inadequate, the performance of the medical service price adjustment period is too long, the lack of scientific pricing methods and the lack of linkage between departments. Secondly, through the relevant literature to sort out the medical service price reform process, and through the definition of the concept of medical service price adjustment strategy, the analysis framework of this from the five aspects of ideas, principles, objectives, methods and measures. Then, using the case analysis, by focusing on the price adjustment practice of Sanming City, Shanghai and Chongqing and the United States, Britain, Germany, Japan. Summed up the experiences and lessons learned from the reform of the price adjustment. Finally, according to the price adjustment strategy analysis framework,from set up the correct concept, the principle of price adjustment, clear price adjustment goals and steps, clear price adjustment method, perfect supporting measures proposed the medical service price adjustment policy recommendations in the local level public hospital.Place in the process of the price adjustment, the concept should establish a quality and price in line with the concept of price adjustment, and establish the concept of physical and intangible consumption and the correct understanding of the special nature of the medical services industry; Principle of local prices still need to adhere to the principle of the country’s 16 word principle, "total control, structural adjustment, there is a rise, and gradually put in place"; Target views have been clearly put forward to rationalize the price of medical services, taking into account the difficulty of the objectives and tasks, the goal is divided into three stages; Method first of all, we should scientifically determine the total amount of price adjustment, the second, the rational selection of the price adjustment projects, again to select scientific pricing method, large equipment class project according to the law of the pricing, service projects according to the value pricing; From the point of view of supporting measures to improve government financial compensation mechanism, establish a medical service price adjustment of multi sectoral linkage mechanism, establish a multi stakeholder participation in the negotiation mechanism, establish a dynamic adjustment mechanism of medical service.
