Research On The Middle-level Competency Model Of The Beijing Municipal Health And Family Planning Commission

China’s deepening reform and internationalization have brought about profound changes in Chinese society,which promotes the changing of government role from a "night watchman" to a "service manager".Since government reform can make an immediate impact on economic prosperity and social development,as the core factor to perform the reform,the qualification and capability of China’s medium-level cadres are of great importance.Thus speeding up the reform of the cadre and personnel system has become one of the important research subjects of Chinese organization department.This paper takes Beijing Municipal Commission of Health and Family Planning as an example and after analyzing the necessity of modeling,a scientific and comprehensive competency model of medium-level cadres is established.On the basis of the model,this paper then discusses new methods of developing the qualification and capability of China’s medium-level cadres,which is of great reference value for the establishment of a scientific,standardized,practical and effective system of cadres training,education and selecting.
