The Problems And Countermeasures Of The Urban Employee Medical Insurance System In Binzhou City, Shandong Province

Protecting the healthy development of people as an important core in realizing the all-round development of human beings is becoming more and more important in our country." Health China 2030" plan introduced,which show the Party and the state continue to adhere to the people as the center of the strategic thinking.Health priority as the guiding principles of social medical care development,embodies the social medical care in China has always been committed to protect the healthy development of people.Since the reform and opening up,various medical and health care which contain the urban and rural residents basic medical insurance,urban workers medical insurance have achieved many remarkable achievement.The social medical insurance system is gradually established and improved,but with China’s industrialization and urbanization process further accelerate,as well as the demographic structure and family structure changed,China’s medical insurance industry is still facing many serious challenges.The medical insurance system of urban workers is an important policy tool,which realizes universal health security in our country.Its establishment and perfection are directly related to the vital interests and health protection of urban workers,and promotes economic sustainable development.In view of the inherent particularity of social medical insurance system of urban workers in China,the system integration level locates on the city category.Therefore,we investigate the reform of the medical insurance system of urban workers in China which should be based on the reforming practice of social medical insurance system of urban workers in city.This paper chooses the medical insurance system of urban workers in Binzhou as the research object,concentrates on the development process and operation status of the medical insurance system of urban workers,and analyzes the main problems of the medical insurance system in Binzhou city,and puts forward the specific reform suggestions.Firstly,this paper introduces the background and the significance of the topic,combs the domestic and foreign research on the medical insurance system of urban workers,and puts forward the innovation and shortcomings of this paper.This paper defines the related concepts of medical insurance system for urban workers,and explains the theoretical basis of the reform of medical insurance system for urban workers from the perspectives of principal-agent theory,social equity theory,principal—agent theory,justice distribution theory and public service equalization.Secondly,this paper analyzes the policy background and development of the medical insurance system of urban workers in Binzhou city,summarizes the operation status of the medical insurance system of urban workers in Binzhou city,the contents of medical insurance system,the medical insurance treatment and the serious illness insurance system.The medical insurance system in Binzhou city is faced the reality that the medical insurance system is not perfect,the personal account operation effect is poor,the medical insurance fund supervision is insufficient.The last record,on the basis of drawing lessons from the development experience of medical insurance system at home and abroad,this paper points that the reform of medical insurance system of urban workers in Binzhou should improve the medical insurance system,optimize the individual accounts of medical insurance,reform the supervision system of medical insurance fund for urban workers.
