With the aging of the population has become an important social problem in the world,especially China are facing a rapidly aging population caused by the weakening of traditional family pension,personal power and can not bear the severe situation of the aged.And pension at present,because of the concept or institutional restrictions,government some can not effectively show,China’s pension is still too dependent on family and staff units.Especially in the rural area.People expect the government to comprehensively promote the socialization and specialization of old-age pension system.I hope the government can increase the pension investment,take more pension reward.Play a unique role in the pension issue.In this article,through analysis of China’s population aging and the present state of pension,sums up the social and family can’t meet the demand and the burden of the elderly endowment,and hope the government can play a positive role in the construction,especially in the current environment the government should do something.In order to fully demonstrates the ethical responsibility of the government pension,from the perspective of responsibility ethics,the comprehensive elaborated the government pension liability,and the different aspects of responsibility ethic analysis demonstrates that the government should undertake social endowment of ethical responsibility.By China’s current pension policy and pension in the form of analysis,find out the problem of pension in our country.Finally through the analysis of Chinese and foreign policies and a large amount of data,define the scope of the government’s pension,proposes measures to perfect the government pension liability.
