The establishment of charity credit system refers that regulations and measures is taken for achieving trust form all members of society.The core contents of that is to expose financial information,receive donates and accept guidance of society and government in order to ensure purity.Charity credit system is guarantee for its credibility,and cornerstone for survival and development of charity.The government and charitable organizations put forward to establish a credit system with higher requirements because the scale of modern charity organizations continues to expand,coupled with more complicated sources of funds.The emergence of modern media,the introduction of the western accounting system and the establishment of modern charity credit system provides the possibility of creating a credit system.Charity credit system is not only the core of the credibility of charitable organizations,but also essential for the operation of charitable organizations.The establishment of the modern charity credit system is the process of gradual development and perfection.In the late Qing Dynasty and the beginning of the 1900,there was no clear decree.The establishment of the credit system mainly according to the custom of the Ming and Qing traditions.At the beginning,lots of recent charity make relative regulations and put forth requirements of finance publicly.Established Nanjing Government introduced a number of laws and regulations to strengthen the supervision of charitable organizations,which decided the content of the credit system in the form of written law.Besides,the charity,under govern of law,accepts government and social guidance.The credit system in modern charitable organizations has three important components.First of all,the internal structure should match with the power of the balance and supervision,which is the guarantee of the organizational structure.Thus,corruption resulted from individuals or community can be avoided effectively.Secondly,the complete accounting system guarantees the financial transparency.Thirdly,financial review and disclosure should accept supervision.The three components are indispensable and closely linked to ensure the smooth and orderlyconduct of charity.The credit system of charity organization has the actual operation of three ways.First,thanking the donors and promoting good wind through the timely publication of the list of donations by the newspaper,so as to attract more people to participate in charity.Shen Pao is the most far-reaching one because most civil organization choose Shen Pao to express gratitude and donate,which is a channel for open information from "relief" period to the last Qing dynasty.Second,winning the trust of the people through the compilation of "credit records",charity internal structure,donations inventory,receipts and balances and other information disclosure."credit records" contains three types: annual credit records,items credit records and records from newspaper or magazine.It has different contents,mainly concluding balance sheet and charity reports.Third,obtaining public trust through the publication of the "report",work reports,accounting reports to highlight their own charity performance and to clear the evidence in the financial innocence.Since the rise of "relief",charity organizations has used the newspaper to publish gratitude continuously.As a result,the report of the "letter recorded" from the late Qing Dynasty to the Republic of China has changed,the late Qing Dynasty focuses on the list of donations while the Republic of China period to "report" to name.The Republic of China "petition" evolved into a modern sense of the cause of the report,focusing on highlighting their charity performance,financial reporting,and modern accounting principle.Temporary charity organization improves their credibility and promote their stable development.However,charity exposes various problems such as limitation of public information,ineffective guidance because of the shortage of the human and financial resources.
