Research On Government Functions In The Supply Of Rural Public Cultural Services

With the "cultural power" construction progresses,the government pay more attention to the rural public culture service supply,China’s central government proposed fully and properly perform government functions in the "13th Five-Year" plan,promote the development of the current public cultural service system,the cultural resources to urban and rural grassroots.But at present,China’s rural public cultural services in the supply of government functions in the implementation of the existing problems,hindering the efficient progress of supply.Therefore,it is necessary to explore how to give full play to the functions of the government in the relevant supply.This paper attempts to study the factors that restrict the effective exertion of government functions in the supply of rural public cultural services,and to make an analysis of the effective implementation of government functions in the supply of rural public cultural services.Firstly,this paper reviewed the research on the rural public culture service supply,the functions of the government and the rural public culture service supply functions,and explain the relevant concepts and characteristics,so as to establish a systematic understanding of the government in the supply of rural public cultural service function.On this basis,this paper starts with the new public service theory,public goods theory,public governance theory as the theoretical framework and analysis tools to analyze and solve problems.Secondly,this paper through the analysis of the government supply of public cultural services in various rural mode functions to expand the exploration of government supply of public cultural services in rural China the development stage of the function,try the best model put forward the current supply of rural public cultural services should be multi center supply model with the government as the government guidance,the best the operation mode is the administrative and cultural institutions directly under the operating mode,the Chinese government puts forward the functions of the government in rural areas in the supply of public cultural services should include policy guidance function,supervision and management functions,financial support functions,personnel training and the construction of public facilities function function.Again,this paper put forward in our government should have in the rural public culture service supply functions,status to the government in the town of G in the supply of public cultural services functions of the inquiry function of our government in the rural public culture service supply secondary effect.At the same time,from thecase analysis,the paper puts forward that there are five deficiencies in the government’s function in the supply of rural public cultural services.First,the transformation of government functions is not in place,hinder policy formulation and implementation.Second,performance and effectiveness of the game as well as fragmentation of supply,reduce regulatory effectiveness.Third,the follow-up supervision of financial funds is not in place,reducing the efficiency of capital utilization.The fourth is that the cultivation and introduction of cultural talents is not enough,and the construction of qualified personnel.Fifth,infrastructure operations and management is not perfect,reduce the use of facilities.And further explore the reasons for the lack of government functions.By the end of the government play in the supply of public cultural services in the effectiveness and performance of the lack of analysis,try to put forward the functions of the local government should promote effective transformation,clear policy direction;improve the efficiency of the design,the government accountability mechanisms to strengthen supervision and improve the rural public culture;financial investment mechanism;improve the rural public cultural service personnel training the introduction and adoption mechanism;menu of services,improve facilities demand feedback mechanism in five aspects puts forward suggestions of optimization of government functions in the supply of rural public cultural services.
