This article focuses on the exploration of the operating mode of the Tang Dynasty Merit system,divided into five chapters,the author believes that: the Tang Dynasty Merit system is perfected and established on the basis of the Sui Dynasty.The prefectural official examination method,the examiner for the provincial governor,recorded the military and other state officials,can write testimonya and test for examiners,the provincial read the test in public,discussing their merits and demerits,the examiner need to go to the state to listen the Merits results.In the late Tang Dynasty,The results are read in this province;the increase and decrease of the account and Putian are the main criteria for assessing their ability to govern,and will also be based on the balance between the examinee’s personal circumstances,daily work,and lifestyle habits.The style of the provincial governor’s Merits was that the emperor personally ruled and sent observers to combine inspections and Merits in the early Tang Dynasty.After the An’s riot,the government mainly relied on the central faction to make local Merits for the provincial governor.The manner in which the officials of the Central People’s Government conducts Meritinations is handed over by the examiner of each department to the director of the company’s director-general.The head of this department decides for him or her.It is usually the emperor who holds a key position or a member of the royal family.Prepare test words.The mode of operation of the Merit system in the Tang Dynasty is not static.In the early Tang Dynasty,the government focused on the virtues and talents of officials.After the An’t,the government emphasized the examination of Hukou and Putian,and at the end of the Tang Dynasty,it increased the examination standards for “tax money” and“pre-registration”.The issue of "Li Bo’s memorial to the throne" reflects the problem of the way the Tang Dynasty officials perform examinations.The impact of performance appraisal on officials’ promotion: On one hand,it affects officials’ official positions directly.Officials in the Gyeonggi area are promoted more quickly than distant officials;on the other hand,the performanceappraisal influences officials to rise through selection.Examiners often have a sympathetic mindset for candidates or their subordinates.In the minds of officials,if there is no special contribution,they rely more on “performance”.This is an attitude of self-protection.The Tang Dynasty Merit system has had an impact on official selection and official culture.In the early Tang Dynasty,a group of high-quality officials could be selected to improve the ability of officials to govern,and this played a positive role in persuading the government and cleaning up.In the late Tang Dynasty,the court paid more attention to performance appraisal on “tax money” and“pre-registration”,so that the official’s direction of dedication followed suit.The actual operation of the Merit system has,to a certain extent,affected the atmosphere of the government,and the changes in the Merit standards are the signs of changes in the atmosphere of the bureaucracy.
