Research On The Construction Of The Rule Of Law Government In China Since The Third Plenary Session Of The 11th Central Committee

Since the 3rd Plenary Session of the 11th Central Committee of the Chinese Communist Party(Chinese Communist Party,CCP),people's awareness of the legal government is being increasingly profound.In the process of the construction of legal government,the opening of the 15th and 18th National Congress of the CCP have great significance to the development of legal government.The first period which from the 3rd Plenary Session of the 11th Central Committee of the CCP to the 15th National Congress of the CCP is the preliminary stage of the construction of legal government.In this stage,party and state leaders' understanding of legal government was vague,they mainly focused on improving the legal system.The second period which from the 15th to the 18th National Congress of the CCP is the stage of the gradual establishment of the construction of legal government.The 15th National Congress of the CCP put forward the ruling strategy of "governing the country by law and building a socialist country under the rule of law"and rose the construction of law system to a new level of governance.The third period which from the 18th National Congress of the CCP to now is the deepening stage of the construction of legal government.The 18th National Congress of the CCP stressed the importance of the construction of government legal system again,and clearly put forward the new target of the construction of legal government,which is to ensure that the legal government is basically completed by 2020.In the process of the construction of legal government,our party and county have carried out a lot of practice,mainly includes:improve the administrative legal system,reform the institutional,establish the civil service system,public the government affairs,strengthening law enforcement responsibility and standardize the administrative examination and approval.These practice has made effective supervision and restriction to the exercise of government power,and ensured the lawful exercise of executive power on the basis of the law and the system level,and also played a huge role on the development of Chinese socialism.First of all,the construction of legal government has promoted the strengthen of party discipline comprehensively.Because the construction of legal government has similarities with the strengthen of party discipline comprehensively,the experiences and lessons of the construction of legal government can promote the development of the strengthen of party discipline comprehensively both in depth and breadth.Secondly,the construction of legal government has promoted the modernization of government governance.It improved the system and the ability of government governance,and promoted the modernization of government governance system and ability,and finally promoted the modernization of government governance.Thirdly,the construction of legal government has promoted the government credibility.The construction of legal government has played an important role to guarantee the government's legitimacy,enhance the government's transparency,improve the government's credibility,and strengthen the government's responsibility.And the discretion of the government credibility depends on the strength of the government's legitimacy,transparency,honesty and responsibility.Therefore,the construction of legal government has great significance to improve the government's credibility.The overall goal of the construction of legal government is to realize the functions of legal science,power and responsibility,strict law enforcement,public and justice,honesty and high efficiency and law-abiding integrity.In order to achieve these goals,and promote the the construction of legal government as early as possible,several actions can be taken:First,optimize the functions of the government to realize the function of science;Second,sound administrative accountability system to realize the legal responsibility and power;Third,reform the administrative law enforcement system to realize the strict law enforcement;Fourth,improve the government information publicity to realize the public and justice;Fifth,enhance the political identification ability to realize the honesty and high efficiency;Sixth,improve the administrative idea of rule of law to realize the law-abiding integrity.
