Jiangsu national tax system comprehensively promoted the "Digital Personnel"management and performance evaluation since November 2014.It has made considerable progress in the personnel management system construction and incentive mechanism and got the general support of cadres and workers.At the same time,although the scale of the basic salary gradually increased and the detailed management of salary system also improving,there are still many problems in the selection and allocation of the spirit incentives of state tax practitioners in Jiangsu.In view of the above-mentioned Jiangsu national tax system in the spirit of the incentive mechanism of the problems,on the basis of the related results of spiritual incentive,this paper analyzes the status quo and problems of the spirit of Jiangsu national tax system from the aspects of incentive,incentive and restraint,incentive system and incentive mechanism design through the combination of questionnaire and qualitative research.Aiming at the key issues that will help to change the current status quo of lack of satisfaction,this paper draws the following conclusions:Firstly,on the basis of institutionalization and transparency of promotion,this paper put forward the improvement measures of promotion from the broadening channels and space to promote,establishing the job flow mechanism,expanding the export of cadres and workers,completing career planning,increasing the training of young cadres and building a rich scientific learning and training system and other several aspects.Secondly,in order to make the attention and advertised value of the spirit incentive can be recognized and approved by the members participating in the evaluation and strive to build value creation and value recognition of the positive circulation process,this paper states the horizontal communication incentives countermeasures from leadership and fair competition incentives,assessment and communication incentives,responsibility and reputation Incentive and other several aspects.Thirdly,in order to play the responsibility and ability beyond the limitation of job responsibilities and promote the formation of benign sense of competition participation,this paper puts forward the perfect countermeasures of decision-making participation incentive from perfect system of decision-making participation system,effective authorization and management,Multi-decision participation opportunities and so on.Fourthly,in the process of implementing the spirit of incentives,for the balance of interpersonal relationships caused by the hidden information interference,this article from the communication to recognize the incentive management,optimize the humanistic care activities,shaping the team culture and home culture,this paper puts forward the perfect countermeasure of interpersonal emotion.A series of methods and measures proposed in this study that improve the incentive mechanism of Jiangsu national tax system are conducive to enriching our country's administrative theory and human resource management theory,have a positive significance to expand the scope of civil service management and can provide some reference value for enriching the spirit of incentive theory and guiding the spirit incentive practice of related enterprises.
