Research On The Expression Of Online Public Opinion From The Perspective Of Deliberative Democracy

Deliberative democracy and online public 0pinion are important practice form of Chinese characteristic socialist democracy.Deliberative democracy is the practice form of equal,democratic and rational negotiation focused on fundamental policies and livelihood issues between citizens leaded by the Chinese Communist Party,by which citizens can reach a consensus.The core of deliberative democracy is public deliberation,and it emphasize well-organized political participation.Online public opinion is a new form for the public to get information,express willingness and participate politics by the network platform.Deliberative democracy and online public opinion have something in common.They have same belief,both of them propose to make scientific,democratic and impartial decision,and pursue equal,democratic and impartial politics.On the one hand,online public opinion is the concrete application of deliberative democracy on the net.On the other hand,deliberative democracy stimulates the development of the other one by offering new idea and guiding it to solve its democratic problems.They are helpful for each other,and all devote to the construction of the Chinese democratic society.This paper introduces deliberative democracy and online public opinion and clarifies their relationship firstly.Then analyzes the democratic troubles and doubt of online public opinion from three aspects: the limitation of the expresser,the untruthfulness of the content and the non-rationality of the form.Last,it emphasize the ways to improve online public opinion from the perspective of deliberative democracy.It can be carried out from the aspect of nation,citizens and regulations:modernize the management of internet,guide netizens to express reasonably and improve related net laws and regulations.Research online public opinion from the perspective of deliberative democracy is beneficial for researchers to understand both of the two democratic practice form.Besides,it is helpful to promote the development of online public opinion by enhancing the quality,improving the regime and increasing the efficacy so that to promote the construction of socialist democratic politics.
