Citizen Participation In The Study Of Avoiding Conflicts

Rapid urbanization caused a wave of urban infrastructure construction,and democratic political construction of softing the citizen's participation,with civil rationality and government's performance dislocation,with a higher level of public services and living environment expectations,the era backgrounds often make adjacent from group incidents of the environment.In recent years,along with the transformation of government functions and the rule of law government,service government,transparent government,responsible government construction under the deepening of the national management system and management ability,the neighboring conflict management has been effectively improved under the national governance system and governance ability and have presented the trend of "pluralistic governance".Multi-center governance theory is widely incorporated into conflict governance.Unfortunately,citizen participation based on one of the multi-center governance theory governance dimension,it still exists the trust dilution,rational lack of participation,participation in channel congestion and participation mechanism blurring in the process of conflict avoidance.At the same time,the author uses the multi-center governance theory to analyze the citizen participation in the conflict,and finds that the subject of pluralism co-governance,such as government,enterprise,social organization,public,media,etc.,The role of the identity,the responsibility of the size of the conflict and the impact of the conflict is not the same.In view of many cases at home and abroad,I think that,at present our country adjacent to avoid conflict management plight of citizen participation in the core problem is the lack of a citizen to participate in the proponents,guides,service providers and regulators,and thus the disorderly,no center,no rules,the consequences of invalid.And the market,social organizations,the media and other participants are less than the mobilization of government resources and the ability to use,but also the lack of legal recognition of political authority.On the other hand,on the development of our country's characteristic socialist system and the development of democratic politics,full equality of multi-center governance theory is not suitable for the realistic national conditions of our country.That is to say,citizen participation proponents,guides,service providers and regulators in conflict management can only be borne by the government.Therefore,on the basis of the theory of multi-center governance and the theory of citizen participation,I try to put forward the model of "one core with multipolarity",that is,"one core,multiple coordination"("one core" is the government,"multipolarity" refers to other participants,Such as enterprises,social organizations,the public,the media,etc.)to emphasize the government's core role in the process of citizen participation,and avoid the phenomenon of government status microing.Therefore,this article focuses on the role of government in the participation of citizens and the role of change,not to study the government and its relationship between social organizations,media and so on.In the study,this paper argues that the government should take the proponents,guides,service providers and regulators of citizen participation in the conflict management,and assume the core functions of public trust construction,behavior regulation,channel construction and system supply.Scientific proponents,guide and server providers,incorporating citizen participation into the institutionalization,standardization,programmed track,in the form of interaction,negotiation and cooperation to promote citizen participation in order and efficiency.
