Open Government Data Policy Research For Smart City Construction

Data are new raw materials in the 21^st century.Data can make the government a responsible government,and can promote the government to provide better public services for people.The construction of smart city is the inevitable trend of urban development,and opening up government data is the inevitable choice of building smart city.At present,the pace of China's open government data is slow,and the sound and rapid development of open government data is urgent need of policy support and protection.On this premise,it is of great significance to define the concept and category of open government data and study the formulation strategy of open government data policy.The main purpose of this study is to apply policy theory to practice,thus accelerating the pace of opening up government data and developing smart city construction better and faster.This article focuses on the theme of giving full play to the benefits of relevant policies of open government data and promoting the development of open government data in smart cities,and explores the correlation theory between smart cities and open government data policies by using methods such as literature,comparative analysis and case analysis.On this basis,the development status of open government data policy in the context of smart city construction at home and abroad is sorted out and compared,and the existing problems in the development process of open government data policy in China are analyzed from the perspective of smart city construction.At the same time,based on the relevant experience of open government data policy in developed countries and regions,suggestions for the development of China's policies are put forward.In order to make the conclusion more detailed,this paper introduces a specific case of Shanghai smart city construction and open government data policy,analyzes its current policy situation and problems in detail,and puts forward corresponding innovative suggestions,thus enhancing the credibility and practical value of the point of view.
