An Empirical Study On The Fertility Willingness Of “single Family” In Wangyi District, Sichuan Province

In November 2013, the central government announced the release of "two separate child" birth policy in the Third Plenary Session of the 18th,which aroused strong repercussions in the community immediately. Shaanxi province began to implement this policy in March 1,2014. In order to accurately grasp the basic data of "one party single-child families" in Wangyi District of Tongchuan, understand their child-bearing desire and the effect of the policy to the newly-born population; meanwhile, for government decision-making provide detailed scientific basis, so that each two separete child family develop stably and healthily, the Bureau of Population and Family Planning in Wangyi District of Tongchuan spent a month carrying out a thorough investigation on the child-bearing desire of "one party single-child families" as well as the relevant data in the whole district. This paper is based on the study analysis on the child-bearing desire of 2730 policy fertility families which are in line with "two separate child" birth policy in Wangyi District and the rebirth application case of "one party single-child families" in 2014 and 2015.54%of the the household survey made it clear that they want to give birth to two children, half of the family planning reproductive within 3 years; 38% said they did not want to gave birth to two children, and the remaining part are uncertain about it. The main factors influence child-bearing desire of "one party single-child families" include family income, women of childbearing age and their age. In the past two years of the implementation of the policy, the application for re birth of "one party single-child families" is 197, and the population in the region has not increased significantly. Research results show that the implementation of "two separate child "birth policy will not bring the accumulation of birth population and suggestions are to liberalize two child family planning policy generally in urban and rural areas and to end the Urban-Rural Inequality of the family planning policy, which can gradually improve the age structure of the population and promote the development of a long-term balanced population. Beside, analysis on the implementation of the second child birth policy when they are faced with the problem, to give reasonable Suggestions from six aspects.
