Research On Food Safety Supervision System Of Q District In Shanghai Under The Background Of Large-scale System

Food is a special product and food safety has always been the hot issue in this society.Along with the development of social economy,issues of food safety emerge endlessly which severely and adversely affect people's health and supervision image of government.The previous food safety supervision system featuring “subsection management and multiple-aspect management ” has obviously failed to satisfy the demand of supervision development.The viewpoint that the current food safety supervision system should be reformed and improved is generally accepted by the state and governments at all levels.In 2003,our nation started the reform of food safety supervision system called “Super Ministry System”.This paper will state how the process of this Super Ministry System reform was carried out in District Q,Shanghai.At January 1,2014,the food circulation link of SAIC,the food production link of SQSB,and the catering service link of FDA,these three main links were combined to be a newly established department,Administration of Food and Drug Supervision of District Q,which accomplished a trinity supervision mode.At June 1,2015,one year and a half after this new apartment was established,and under unified arrangements of CPC municipal committee and municipal government,District Q established MARKET SUPERVISION ADMINISTRATION.The new apartment absorbed the functions from original SAIC,SQSB,FDA,in addition of price supervision and inspection from Price Bureau.Initially,this paper will depict the historical process of national food safety supervision system and food safety supervision system of District Q,and introduce the deficiencies existed in food safety supervision system before Super Ministry System reform.Secondly,it will introduce the reform situations of food safety supervision system after implementing super ministry system.Thirdly,it will analyze the advantages and disadvantages of food safety supervision system after implementing super ministry system.Finally,it will put forward some suggestions so as to perfect the food safety supervision system of District Q by referring to supervision modes of food safety in other parts of the country such as Tianjin,Shenzhen and foreign advanced countries such as America,Japan and German.These suggestions include emphasizing the professionalism of food supervision,establishing a separate department of food safety supervision,combining the function of agricultural products supervision,accomplishing a whole-process chain of food safetysupervision,readjusting the supervision functions of all bureaus according to classification management principals,defining the lines of duty to promote law enforcement efficiency,further enriching the power of supervision at basic level to match with the supervision tasks.
