Planning Implementation Analysis Of Mianyang High-tech Industry Development Zone

With the development of urban construction,the contradictions in the process of urban construction are emerging,and urban planning had already entered a peak period of planning revision and adjustment.Since 2008,after the enactment of "the People's Republic of China Urban and Rural Planning Law",the legal status about planning implementation assessment in the revision process of planning was determined.Based on the the analysis of the current situation about planning implementation assessment at home and abroad,firstly,this paper built the evaluation system of Regulatory detailed planning that including 2 evaluation categories,5 evaluation levels,10 evaluation factors and 36 evaluation indicators,and then to weight distribution targets by AHP and consulting experts,besides,this paper uses the method of index deviation and grading assessment to quantify indexes.Secondly,assessing the implementation of the Regulatory detailed planning of Mianyang High-tech Zone through the index system has been built.The final score of Mianyang High-tech Zone is55.75,which means the situation of planning is genenral according to the priciple of assesement.Finally,through the results of evaluation finding some problems in the implementation of Mianyang High-tech Zone which includes the inflexible control content of planning,a lack of scientific basis for the planning content implementation of planning and a lack of supervision and public participation.To solve these questions,there are some specific recommendations been proposed from three aspects relating to the improvement of planning content and methods,the enhancement of planning and implementation of the management mechanism and the strength of planning and action of these.
